Abstract

ABSTRACT Tramtibum Linmas is a mandatory matter in the field of basic services that needs to be highlighted and needs to get more attention from the Regional Government because this field has a big impact on the conduciveness of people's lives in the area. One of the chronic problems related to basic services that are already popular in the Tramtibum Linmas Sector and are difficult to eradicate are problems related to the circulation of alcoholic beverages. Merauke Regency Regional Regulation Number 8 of 2014 concerning Circulation of Alcoholic Beverages is still lacking in implementation. This study aims to find out and analyze the enforcement of Regional Regulation No. 8 of 2014, the factors that become obstacles in carrying out actions and efforts by the Civil Service Police Unit (Pol PP) against Alcoholic Beverages in Merauke Regency. The method used in this study is descriptive qualitative with interview techniques or interviews and analyzed using the case study method. The results of the study found that regional regulation number 8 of 2014 concerning alcoholic beverages by the civil service police unit in Merauke Regency, Papua Province, has been carried out as well as possible, even though its implementation has not been conducive. The inhibiting factor is the lack of awareness of the drinking community which is the most important point in implementing the regulations that have been set so that this is of particular concern to the drinking community to change the bad culture of violating the regulations that have been in effect. Keywords: control, civil service police unit, Merauke Regional Regulation No. 8 of 2014 ABSTRAK Tramtibum Linmas menjadi urusan wajib bidang pelayanan dasar yang perlu disoroti dan perlu kiranya untuk mendapat perhatian lebih dari pihak Pemerintah Daerah disebabkan bidang ini memiliki dampak yang besar terhadap kondusifitas kehidupan masyarakat di daerah. Salah satu permasalahan kronis terkait pelayanan dasar yang sudah memasyarakat dalam Bidang Tramtibum Linmas dan sukar untuk diberantas adalah masalah yang berhubungan dengan peredaran minuman beralkohol. Peraturan Daerah Kabupaten Merauke Nomor 8 Tahun 2014 tentang Peredaran Minuman Beralkohol masih kurang dalam penerapannya. Penelitian ini bertujuan untuk mengetahui dan menganalisis penertiban Peraturan Daerah No.8 Tahun 2014, faktor-faktor yang menjadi kendala dalam melakukan tindakan dan upaya Satuan Polisi Pamong Praja (Pol PP) terhadap Minuman Beralkohol di Kabupaten Merauke. Metode yang digunakan pada penelitian ini adalah kualitatif deksriptif dengan teknik wawancara atau interview dan dianalisis dengan metode studi kasus. Hasil penelitian menemukan bahwa peraturan daerah nomor 8 tahun 2014 tentang minuman beralkohol oleh satuan polisi pamong praja di Kabupaten Merauke Provinsi Papua telah dijalankan dengan sebaik mungkin, walaupun dalam pelaksanaannya masih belum berjalan kondusif. Faktor penghambat adalah kurangnya kesadaran dari masyarakat peminum yang menjadi poin paling penting dalam menerapkan peraturan yang telah di tetapkan sehingga hal ini menjadi perhatian khusus bagi para masyarakat peminum untuk merubah budaya yang buruk dalam melanggar peraturan yang telah berlaku.
