Abstract
This research is entitled "implementation of regional regulation number 4 of 2013 concerning smoke-free areas in Rappocini District, Makassar city". The problem faced is the large number of smokers who smoke indiscriminately causing the air people breathe is unhealthy. The purpose of this research is to analyze the implementation of regional regulations in the city of Makassar in implementing smoke-free areas in rappocini district. This study uses a descriptive qualitative method, with data collection techniques in the form of interviews, observation, and documentation. In conducting the research, the researcher uses implementation theory by Merilee S. Grindle to reduce, present data and draw conclusions. The results obtained from this study explain that this regional regulation has not been implemented optimally. The regional regulations in question are only limited to socialization without any sanctions and penalties for violators of the regional regulations. The strategy that can be used by the Makassar City government in properly implementing a smoke-free area in Rappocini District, Makassar City is to make a clear work program, apply sanctions for violators and make technical instructions for further use in the field.
