Abstract

ABSTRACT Problem Statement/Background (GAP): The author focuses on problems regarding the level of ownership of a Kartu Identitas Anak which has not yet reached the national target even though the All In One innovation has been running for approximately four years in Gianyar Regency. Purpose: This study aims to determine the effectiveness, obstacles and efforts to optimize the implementation of the All In One Innovation in issuing Kartu Identitas Anak in Gianyar Regency, Bali Province. Method: This research was conducted using a qualitative descriptive research approach using the Theory of Effectiveness according to Duncan in Steers(1985:53). Data and information that support the writing of this paper were collected by conducting searches and searches from various sources relevant to the research of this paper as well as by conducting interviews (13 informants), observation, and documentation. Results: The findings obtained by the author in this study are that the issuance of a Kartu Identitas Anak through the All In One innovation is considered ineffective due to several obstacles that have occurred and efforts to resolve them immediately. Conclusion: The effectiveness of the All In One Innovation in issuing Kartu Identitas Anak in Gianyar Regency can be said to have been effective, but it has not been maximized, judging from the existence of several indicators that have not been met, namely on the adaptation dimension. Key Words : Effectiveness, “All In One” Innovation, and Child Identity Cards ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan mengenai tingkat kepemilikan Kartu Identitas Anak yang belum mencapai target nasional meskipun inovasi All In One telah berjalan selama kurang lebih empat tahun di Kabupaten Gianyar. Tujuan: Penelitian ini bertujuan untuk mengetahui efektivitas, hambatan dan upaya untuk mengoptimalkan pelaksanaan Inovasi All In One dalam penerbitan Kartu Identitas Anak di Kabupaten Gianyar Provinsi Bali. Metode: Penelitian ini dilakukan dengan pendekatan penelitian deskriptif kualitatif dengan menggunakan Teori Efektivitas menurut Duncan dalam Steers (1985:53). Data dan informasi yang mendukung dalam penulisan karya ini dikumpulkan dengan melakukan penelusuran dan pencarian dari berbagai sumber-sumber yang relevan dengan penelitian karya tulis ini serta dengan melakukan wawancara (13 informan), observasi, dan dokumentasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini penerbitan Kartu Identitas Anak melalui inovasi All In One dinilai kurang efektif karena adanya beberapa hambatan yang terjadi dan segera diupayakan penyelesaiannya. Kesimpulan: Efektivitas Inovasi All In One dalam penerbitan Kartu Identitas Anak di Kabupaten Gianyar dapat dikatakan sudah efektif namun belum maksimal dilihat dari adanya beberapa indikator yang belum terpenuhi yakni pada dimensi adaptasi.
