Abstract

ABSTRACT Problem Statement/Background (GAP): The author focuses on issues related to micro and small business permit services through OSS-RBA conducted by the Investment and Investment Service One Stop Service in West Lombok Regency, West Nusa Tenggara Province. Objective: This study aims to find out how the services for micro and small business permits through OSS-RBA at the Investment Service and One Stop Integrated Service in West Lombok Regency, West Nusa Tenggara Province. Method: This research uses a qualitative research design with descriptive methods and inductive approaches. Data collection techniques are carried out by observation, interviews, and documentation. In this study, informants were determined through purposive sampling and snowball sampling techniques. Dataanalysis techniques are carried out by data reduction, data presentation, and drawing conclusions. Results: The results of the research were analyzed using service theory from Zeithmal, in Hardiansyah (2018:63-63) covering five dimensions, namely tangibles, reliability, responsiveness, assurance, empathy indicating that micro and small business permit services through OSS-RBA have been going well. However, there are still obstacles such as inadequate personnel resources, lack of ability of business actors to use the OSS-RBA system, inadequate performance and discipline of apparatus and lack of public awareness of the legality of businesses and places. Conclusion: Micro and small business licensing services through OSS-RBA at the Investment Service and One Stop Integrated Services of West Lombok Regency, West Nusa Tenggara Province, are quite good in terms of tangibles, responsiveness, assurance, and empathy dimensions. However, the reliability dimension is still not good and needs to be improved, so it is suggested that the One Stop Investment and Services Service can conduct education and training on the OSS-RBA system for ASNs, hold OSS-RBA outreach to business actors, carry out appropriate recruitment, and foster discipline. apparatus. It is hoped that the Investment and One-Stop Services Office of West Lombok Regency will be able to recruit officials who have expertise in certain fields, in this case licensing services, conduct training for ASN, conduct regular outreach to widely introduce that the use of OSS-RBA is accessible. from home can make it easier for business actors, including IUMK applicants. Keywords: Service, Micro and Small Business License (IUMK), Online ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan terkait pelayanan izin usaha mikro dan kecil melalui OSS-RBA yang dilakukan oleh Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Lombok Barat Provinsi Nusa Tenggara Barat. Tujuan: Penelitian ini bertujuan untuk mengetahui bagaimana pelayanan izin usaha mikro dan kecil melalui OSS-RBA di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Lombok Barat Provinsi Nusa Tenggara Barat. Metode: Penelitian ini menggunakan desain penelitian kualitatif dengan metode deskriptif dan pendekatan induktif. Teknik pengumpulan data dilakukan dengan observasi, wawancara, dan dokumentasi. Dalam penelitian ini informan ditentukan melalui teknik purposive sampling dan snowball sampling. Teknik analisis data dilakukan dengan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil/Temuan: Hasil penelitian yang dianalisis menggunakan teori pelayanan dari Zeithmal, dalam Hardiansyah (2018:63-63) meliputi lima dimensi yaitu tangibles, reliability, responsiveness, assurance, empathy menunjukkan bahwa pelayanan izin usaha mikro dan kecil melalui OSS-RBA telah berjalan dengan baik. Namun, masih saja terdapat kendala seperti sumber daya aparatur yang kurang memadai, kurangnya kemampuan pelaku usaha dalam penggunaan sistem OSS-RBA, kinerja dan disiplin aparatur yang kurang maksimal dan kesadaran masyarakat akan legalitas usaha dan tempat masih kurang. Kesimpulan: Pelayanan izin usaha mikro dan kecil melalui OSS-RBA di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Lombok Barat Provinsi Nusa Tenggara Barat sudah cukup baik dilihatdari dimensi tangibles, responsiveness, assurance, dan empaty. Namun untuk dimensi reliability masih kurang baik dan perlu ditingkatkan sehingga disarankan Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu dapat melakukan pendidikan dan pelatihan sistem OSS-RBA bagi para ASN, mengadakan sosialisasi OSS-RBA kepada pelaku usaha, melakukan rekruitmen yang tepat, dan pembinaan disiplin aparatur. Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Lombok Barat diharapkan dapat merekrut aparatur yang menguasai bidang tertentu, dalam hal ini adalah bidang pelayanan perizinan, mengadakan pelatihan kepada para ASN, mengadakan sosialisasi secara rutin guna memperkenalkan secara luas bahwa penggunaan OSS-RBA yang bisa diakses dari rumah mampu memudahkan para pelaku usaha, termasuk pemohon IUMK.
