Abstract

ABSTRACT Problems/Background (GAP): Communities have a position as the subject of empowerment activities carried out by the government in order to achieve economic independence. Therefore, it is necessary to increase activities in community empowerment, especially in realizing a community that is able to be independent and develop in improving the quality of its environment. This is the goal of implementing appropriate technology policies in Jambi City. Purpose: This study aims to find out how the implementation of appropriate technology implementation policies in Jambi City, Jambi Province, and to determine the supporting and inhibiting factors in implementing appropriate technology implementation policies in Jambi City, Jambi Province. Method: The sampling technique used in this study used purposive sampling. This type of research is qualitative with data collection using observation and interview methods. Results/Findings: The findings obtained by the authors in this study are that the application of appropriate technology policies in Jambi City has been going quite well, but there are several obstacles in its implementation. There are several supporting factors in the implementation of appropriate technology application policies in Jambi City, namely the support from the government and the community who are members of the posyantek group to continue implementing this policy. However, there are also inhibiting factors, namely the budget allocation for the implementation of the appropriate technology policy which is still lacking and insufficient. Conclusion: The implementation of the Policy for Applying Appropriate Technology through the Appropriate Technology Service Post (Posyantek) in Jambi City, Jambi Province has been implemented well, but still needs some improvement in the dimensions of communication, resources, dispositions, and bureaucratic structure according to Edward III Theory. Keywords: Implementation, Technology, Society ABSTRAK Permasalahan/Latar Belakang (GAP): Masyarakat memiliki posisi sebagai subjek dari kegiatan pemberdayaan yang dilakukan oleh pemerintah dalam rangka menghadirkan kemandirian ekonomi. Oleh karenanya perlu dilakukan peningkatan kegiatan dalam pemberdayaan masyarakat terkhususnya mewujudkan masyarakat yang mampu mandiri dan berkembang dalam peningkatan mutu di lingkungannya. Hal inilah yang menjadi tujuan dari diterapkannya kebijakan teknologi tepat guna di Kota Jambi. Tujuan: Penelitian ini bertujuan untuk mengetahui bagaimana implementasi kebijakan penerapan teknologi tepat guna di Kota Jambi Provinsi Jambi serta mengetahui faktor pendukung dan penghambat dalam implementasi kebijakan penerapan teknologi tepat guna di Kota Jambi Provinsi Jambi. Metode: Teknik pengambilan sampel yang digunakan dalam penelitian ini menggunakan purposive sampling. Jenis penelitian ini yaitu kualitatif dengan pengumpulan data menggunakan metode observasi dan wawancara. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini ialah penerapan kebijakan teknologi tepat guna di Kota Jambi sudah berjalan dengan cukup baik akan tetapi terdapat beberapa kendala dalam penerapannya. Terdapat beberapa faktor pendukung dalam implementasi kebijakan penerapan teknologi tepat guna di Kota Jambi yaitu adanya dukungan dari pemerintah serta masyarakat yang tergabung dalam kelompok posyantek untuk terus menjalankan kebijakan ini. Namun terdapat juga faktor penghambat yaitu pengalokasian anggaran untuk pelaksanaan kebijakan teknologi tepat guna tersebut yang masih kurang dan belum mencukupi. Kesimpulan: Implementasi Kebijakan Penerapan Teknologi Tepat Guna Melalui Pos Pelayanan Teknologi Tepat Guna (Posyantek) di Kota Jambi Provinsi Jambi telah dilaksanakan dengan baik namun masih perlu beberapa peningkatan pada dimensi komunikasi, sumber daya, disposisi, dan struktur birokrasi sesuai dengan Teori Edward III.
