Abstract

Problems/Background (GAP): SP4N-LAPOR! is a service for conveying all the aspirations and complaints of the Indonesian people through the website as well as the application. The LAPOR! program was formed to realize the no wrong door policy how to provide a one-stop complaint facility that is connected to all government agencies so that people no longer have difficulties or confusion when they want to submit complaints or input. Purpose: this study aims to analyze and describe the effectiveness of the implementation of the People's Online Aspirations and Complaint Service Application (LAPOR!) program at the Solok City Communication and Informatics Office, the inhibiting factors and the government's efforts to overcome obstacles. Method: using a research method that is Descriptive Qualitative. Result/Findings: the results of the research measuring the effectiveness of the implementation of the LAPOR! program carried out by the Solok City Communication and Informatics Service, West Sumatra Province, is the LAPOR! program. has greatly facilitated the government and the public in carrying out various kinds of complaints and providing efficiency to services to the community. From the research it was concluded that the implementation of the LAPOR! has been effective but there are still a number of obstacles/obstacles that occur, this occurs due to several factors that become obstacles such as insufficient socialization, inadequate internet access and incompetent human resources. Conclusion: Therefore, the author's suggestion is that it is necessary to hold socialization evenly to the community, improve internet access facilities and infrastructure and train the community. Application Permasalahan/ Latar belakang (GAP): SP4N-LAPOR! merupakan layanan penyampaian semua aspirasi dan pengaduan masyarakat Indonesia melalui website dan juga aplikasi.Program LAPOR! dibentuk untuk merealisasikan kebijakan no wrong door policy berapa penyediaan sarana pengaduan satu pintu yang terhubung dengan seluruh instansi pemerintah sehingga masyarakat tidak lagi kesulitan atau kebingungan ketika ingin menyampaikan keluhan maupun masukan. Tujuan: penelitian ini bertujuan untuk menganalisis dan mendeskripisikan efektivitas penyelenggaraan program Aplikasi Layanan Aspirasi dan Pengaduan Online Rakyat (LAPOR!) di Dinas Komunikasi dan Informatika Kota Solok, faktor penghambat serta upaya pemerintah untuk mengatasi hambatan. Metode: penelitian ini menggunakan metode kualitatif secara deskriptif dengan pendekatan induktif. Hasil/Temuan: hasil penelitian menunjukkan bahwa pengukuran efektivitas pelaksanaan program LAPOR! yang dilakukan oleh Dinas Komunikasi dan Informatika Kota Solok Provinsi Sumatera Barat adalah program LAPOR! sudah sangat mempermudah pemerintah dan masyarakat dalam melakukan berbagai macam pengaduan dan memberikan efisiensi terhadap pelayanan kepada masyarakat. Pelaksanaan program LAPOR! di Dinas Komunikasi dan Informatika Kota Solok sudah efektif namun masih ada beberapa hambatan/kendala yang terjadi, hal ini terjadi karena beberapa faktor yang menjadi penghambat seperti sosialisasi yang masih kurang, akses internet yang tidak memadai dan sumber daya manusia yang tidak kompeten. Kesimpulan: oleh karena itu, saran penulis perlu diadakan sosialisasi secara merata kepada masyarakat, peningkatan sarana dan prasarana akses internet dan pelatihan kepada masyarakat.
