Abstract

ABSTRACT Problem Statement/Background (GAP): Population documents are proof of official identity that must be owned by every citizen. Adult residents have a residence document in the form of an Identity Card, but currently children aged 0 to 17 years less 1 day also receive a residence document in the form of a Child Identity Card (KIA). To boost the ownership of a Child's Identity Card in Ponorogo District, the Ponorogo District Population and Civil Registry Service initiated the KIA Gertak (Print Movement) program. So that children aged 0 to 17 years less 1 quickly have population documents. Purpose : The aim of this research is to determine the effectiveness of the Gertak program in increasing MCH ownership in children aged 0 to 17 years less 1 day, to find out the inhibiting factors in the Gertak KIA program and the government's efforts to deal with these inhibiting factors. Method : The research method used is descriptive qualitative research method. The process of collecting data using interview techniques, observation and documentation. The theory used in this thesis is the theory of effectiveness put forward by Duncan in Strees, 1985. In this theory, it is measured through 3 (three) indicators, namely goal attainment, integration, and adaptation. Results/Findings: The results of this study indicate that the implementation of the Gertak program in increasing Child Identity Card ownership at the Department of Population and Civil Registration is considered to have been effective. However, there are several obstacles, namely inadequate facilities, lack of KIA operators, and lack of education about MCH to the public. Conclusion: The implementation of the Child Identity Card printing movement program in Ponorogo Regency has been said to be effective, this is because the achievement of MCH ownership has reached the predetermined targets. Keywords: Effectiveness, Bluffing Program, Child Identity Cards ABSTRAK Permasalahn/Latar Belakang (GAP): Dokumen kependudukan merupakan bukti identitas diri resmi yang wajib dimiliki oleh setiap warga negara. Penduduk dewasa memiliki dokumen kependudukan berupa Kartu Tanda Penduduk, namun saat ini anak yang berusia 0 sampai 17 tahun kurang 1 hari juga mendapatkan dokumen kependudukan berupa Kartu Identitas Anak (KIA). Untuk mendongkrak kepemilikan Kartu Identitas Anak di Kabupaten Ponorogo, Dinas Kependudukan dan Pencatatan Sipil Kabupaten Ponorogo mencetuskan program Gertak (Gerakan Cetak) KIA. Agar anak yang berusia 0 sampai 17 tahun kurang 1 dengan cepat memiliki dokumen kependudukan. Tujuan : Tujuan dari penelitian ini, untuk mengetahui keefektivitasaan program Gertak dalam meningkatkan kepemilikan KIA pada anak usia 0 sampai dengan 17 tahun kurang 1 hari, mengetahui faktor penghambat dalam program Gertak KIA serta upaya dinas dalam menangani faktor penghambat tersebut. Metode : Metode penelitian yang digunakan adalah metode penelitian kualitatif deskriptif. Proses pengumpulan data menggunakan teknik wawancara, observasi dan dokumentasi. Teori yang digunakan dalam skripsi ini adalah teori efektivitas yang dikemukakan oleh Duncan dalam Strees, 1985. Dalam teori ini, diuukur melalui 3 (tiga) indikator yaitu pencapaian tujuan, integrasi, dan adaptasi. Hasil/Temuan : Hasil penelitian ini menunjukkan bahwa pelaksanaan program Gertak dalam meningkatkan kepemilikan Kartu Identitas Anak pada Dinas Kependudukan dan Pencatatan Sipil dinilai sudah efektif. Namun ada beberapa hambatan yakni fasilitas yang kurang memadai, kurangnya operator KIA, dan kurangnya edukasi mengenai KIA kepada masyarakat. Kesimpulan : Pelaksanaan program gerakan cetak Kartu Identitas Anak di Kabupaten Ponorogo sudah dikatakan efektif, hal ini dikarenakan capaian kepemilikan KIA sudah mencapai target yang telah ditentukan.
