Abstract

ABSTRAK KINERJA DINAS PARIWISATA DALAM PENGEMBANGAN DESTINASI PARIWISATA DI KABUPATEN BONE PROVINSI SULAWESI SELATAN Oleh : Febriani Sapitri Ham Dosen Pembimbing : Cynthia Febri Sri Indarti, S.IP,M.Si Pengembangan destinasi pariwisata merupakan salah satu proses untuk menjadikan destinasi menjadi lebih baik dari sebelumnya yang dapat dilakukan dengan membangun baru atau dengan memelihara yang sudah ada agar lebih menarik dan berkembang sehingga mengundang wisatawan untuk datang berkunjung. Berdasarkan dari jumlah wisatawan yang berkunjung tersebut belum memuaskan karena tentu dengan adanya permasalahan. Permasalahannya adalah masih minimnya anggaran untuk melakukan pengembangan dan pembangunan. Penelitian ini bertujuan untuk mengetahui kinerja Dinas Pariwisata dalam pengembangan destinasi di Kabupaten Bone Provinsi Sulawesi Selatan. Teori Kinerja menurut Christopher Pollit dan Geert Bouckaert yang terdiri dari indikator relevance, efisiensi, efektifitas dan Utility dan Suistainbility. Penelitian ini bersifat deskriptif kualitatif dan teknik analisis data menggunakan metode thematic analysis. Hasil dari penelitian ini dari indikator relevance bahwa pengembangan dan pembangunan destinasi pariwisata dilakukan dengan cara sedikit demi sedikit sesuai dengan anggaran yang ada. Dinas Pariwisata Kabupaten Bone dianggap sudah cukup efisien karena adanya sarana dan prasarana yang mendukung kesuksesan kepariwisataan. Dinas pariwisata Kabupaten Bone jika dilihat dari efektivitas kinerja masih ada yang belum tercapai diantaranya pendapatan asli daerah sektor pariwisata dan juga jumlah peningkatan destinasi pariwisata yang dikembangkan belum berhasil. Kendala yang dihadapi meliputi anggaran, sarana prasarana dan sumber daya manusia. Saran Dinas Pariwisata Kabupaten Bone seharusnya mengembangkan semua wisata yang ada di Kabupaten Bone, sehingga wisata yang dikunjungi bukan cuma itu-itu saja. Based on the number of tourists visiting, it is not satisfactory because of course there are problems. The problem is that there is still a lack of budget to carry out development and development. This study aims to determine the performance of the Tourism Office in destination development in Bone Regency, South Sulawesi Province. Performance Theory according to Christopher Pollit and Geert Bouckaert which consists of indicators of relevance, efficiency, effectiveness and Utility and Suistainbility. This research is descriptive qualitative and data analysis techniques using thematic analysis method. The results of this study from the relevance indicator that the development and construction of tourism destinations are carried out in a piecemeal manner in accordance with the existing budget. The Bone Regency Tourism Office is considered quite efficient because of the facilities and infrastructure that support tourism success. The tourism office of Bone Regency when viewed from the effectiveness of performance there are still those that have not been achieved, including local revenue from the tourism sector and also the number of increased tourism destinations that have been developed has not been successful. The obstacles faced include budget, infrastructure and human resources. Suggestions The Bone Regency Tourism Office should develop all tours in Bone Regency, so that the tours visited are not just that. Keywords : Performance, Development, Destination
