Abstract

ABSTRACT Problems/Background (GAP): The limited budget of the Fakfak District Office of Communication, Informatics, Statistics and Encryption is a factor that needs attention. This affects the quality or competence possessed by a State Civil Apparatus. The impact caused is the lack of giving seminars and technical advice to the service. Purpose: This study aims to determine the competence of state civil servants at the Department of Communication, Informatics, Statistics and Encryption, Fakfak Regency. Method: The research method used is qualitative research using descriptive methods through an inductive approach with analysis based on competence theory. In addition, the data collection techniques used are interviews, observation, and documentation. Results: Based on the results of the analysis of this study, the activities of providing seminars and technical guidance are still limited because they are based on the lack of budget provided by the Fakfak Regency government. Conclusion: In response to this, support from the Fakfak Regency government itself is needed to provide knowledge of ASN in the Kominfo Service, especially in the field of information technology which is of course related to the OPD. Keywords: Competence, State Civil Apparatus, Education and Training ABSTRAK Permasalahan/Latar Belakang (GAP): Keterbatasannya anggaran yang dimiliki pada Dinas Komunikasi, Informatika, Statistik Dan Persandian Kabupaten Fakfak menjadi salah satu faktor yang perlu diperhatikan. Hal ini berpengaruh terhadap kualitas atau kompetensi yang dimiliki oleh seorang Aparatur Sipil Negara. Dampak yang ditimbulkan yaitu kurangnya pemberiaan seminar maupun bintek pada dinas tersebut. Tujuan: Penelitian ini bertujuan untuk mengetahui Kompetensi Aparatur Sipil Negara Pada Dinas Komunikasi Informatika Statistik dan Persandian Kabupaten Fakfak. Metode: Metode penelitian yang digunakan adalah penelitian kualitatif dengan menggunakan metode dekriptif melalui pendekatan induktif dengan penganalisisan berdasarkan teori kompetensi. Selain itu, teknik pengumpulan data yang digunakan yaitu wawancara, observasi, dan dokumentasi. Hasil: Berdasarkan hasil analisis dari penelitian ini bahwa kegiatan pemberian seminar dan bimtek yang masih terbatas karena didasari oleh kurangnya anggaran yang diberikan oleh pemerintah Kabupaten Fakfak. Kesimpulan: Menyikapi hal tersebut maka diperlukannya dukungan dari pemerintah Kabupaten Fakfak sendiri guna memberikan pengetahuan terhadap ASN yang ada di Dinas Kominfo terkhusus pada bidang teknologi informasi yang tentu berkaitan dengan OPD tersebut.
