Abstract

ABSTRACT Problems/Background (GAP): The author focuses on a series of activities on the effectiveness of the Global Siloam Phone application program in fulfilling braille literacy at the Indonesian Ministry of Social Affairs' Center for Braille Literacy “Abiyoso” Cimahi City. Purpose: To find out and describe the effectiveness of the Global Siloam Phone application program in fulfilling braille literacy reading materials at the Indonesian Braille Literacy Center "Abiyoso". Methodology: This study uses a qualitative descriptive method and is analyzed using the theory of effectiveness according to Steers in Sutrisno's book (2011). Techniques to collect data by observation, interviews and documentation with data analysis according to Miles and Hubberman (1992). Results/ Findings: The results of the study show that the Effectiveness of the SILOAM PHONE Global Application Program for Blind Disabilities at the Indonesian Braille Literacy Center "Abiyoso" reveals that out of the total number of recorded blind persons, there are still those who have not received the services provided by the government because most of them are blind nothing has been recorded yet, the lack of socialization regarding the services provided by the government for blind disabilities between the Social Service and the Indonesian Braille Literacy Center "Abiyoso", the other obstacle is that there are still many blind people who cannot read and write braille. Conclusion: The global application of siloam phone is viewed from the dimension of Production Efficiency, in general it has been running quite well. This can be seen from the attitude of officers who are good and optimal in providing services to the community, especially people with visual disabilities, giving a positive response to the existence of a global siloam phone application that can make it easier for people with visual disabilities to access the reading materials and information they need and there are several things to improve and improve. Keywords : Effectiveness, SILOAM Phone, Disability ABSTRAK Permasalahan/ Latar Belakang (GAP) : Penulis berfokus pada serangkaian kegiatan efektifitas program aplikasi Global Siloam Phone dalam pemenuhan literasi braille di Balai Literasi Braille Indonesia “Abiyoso” Kementerian Sosial RI Kota Cimahi. Tujuan : Untuk mengetahui dan mendeskripsikan efektifitas program aplikasi Global Siloam Phone dalam pemenuhan bahan bacaan literasi braille di Balai Literasi Braille Indonesia “Abiyoso”. Metodologi : Penelitian ini menggunakan metode deskriptif kualitatif dan dianalisis dengan teori Efektivitas menurut Steers dalam buku Sutrisno (2011). Teknik mengumpulkan data dengan Observasi, Wawancara dan Dokumentasi dengan analisis data menurut Miles and Hubberman (1992). Hasil/ Temuan : Hasil penelitian menunjukan bahwa Efektivitas Program Aplikasi Global SILOAM PHONE bagi disabilitas Netra pada Balai Literasi Braille Indonesia “Abiyoso” mengungkapkan bahwa dari seluruh jumlah penyandang disabilitas netra yang tercatat masih ada yang belum menerima layanan yang diberikan pemerintah disebabkan sebagian besar penyandang disabilitas netra belum ada yang terdata, kurangnya sosialisasi mengenai pelayanan yang di berikan pemerintah bagi disabilitas netra antara Dinas Sosial dan Balai Literasi Braille Indonesia “Abiyoso”, kendalanya lainnya masih banyak disabilitas netra yang belum bisa membaca dan menulis huruf braille. Kesimpulan : Aplikasi global siloam phone ditinjau dari dimensi Produksi Efisiensi, secara garis besar sudah berjalan dengan cukup baik. Hal tersebut dapat dilihat dari sikap petugas yang secara baik dan optimal dalam memberikan pelayanan kepada masyarakat khususnya masyarakat disabilitas netra, memberikan respon yang positif terhadap adanya aplikasi global siloam phone yang dapat memudahkan masyakarat disabilitas netra untuk mengakses bahan bacaan dan informasi yang mereka butuhkan dan ada beberapa hal yang harus ditingkatkan serta diperbaiki.
