Abstract

ABSTRACT Problem/Background (GAP): Effectiveness of using the SIPAKAR application for the internal Regional Disaster Management Agency in managing forest and land fire disasters in Riau Province using three dimensions with seven indicators of effectiveness from Duncan in Steers with seven indicators where there are two indicators that have not been fulfilled . Purpose: This research was conducted at the Regional Disaster Management Agency Regional Disaster Management Agency of Riau Province with the title "EFFECTIVENESS OF UTILIZING THE SIPAKAR APPLICATION FOR INTERNAL REGIONAL DISASTER MANAGEMENT AGENCY IN CONTROLLING FOREST AND LAND FIRE DISASTER IN RIAU PROVINCE" to determine the effectiveness of using the SIPAKAR Application in controlling forest fire disasters and land in Riau Province and to find out the inhibiting factors for the use of the SIPAKAR Application to support the control of forest and land fire disasters in Riau Province as well as efforts made to overcome obstacles in controlling forest and land fire disasters in Riau Province through the SIPAKAR Application. Method: This study used a descriptive qualitative method with an inductive approach, while the data collection methods used were interviews, documentation, and observation. In this study using data analysis according to Miles and Huberman where the stages are data reduction, data presentation, and drawing conclusions. Result: the inhibiting factor for the operation of the SIPAKAR application is that there is no specific budget related to the application, resulting in the emergence of obstacles in terms of facilities and infrastructure related to the sipakar application, namely the absence of a firewall so that if it is opened to the public it will be vulnerable to being hacked, and generators, and bandwidth. Conclusion: it was concluded that the effectiveness of using the SIPAKAR application internally for the Regional Disaster Management Agency in controlling forest and land fire disasters in Riau Province is said to be quite effective. Key words: effectiveness, SIPAKAR applications, forest and land fires ABSTRAK Permasalahan/ Latar Belakang (GAP) : Efektivitas pemanfaatan aplikasi SIPAKAR bagi internal Badan Penanggulangan Bencana Daerah dalam pengendalian bencana kebakaran hutan dan lahan di Provinsi Riau dengan menggunakan tiga dimensi dengan tujuh indikator efektivitas dari Duncan dalam Steers dengan tujuh indikator dimana terdapat dua indikator yang belum terpenuhi. Tujuan: Penelitian ini dilakukan pada Organisasi Perangkat Daerah Badan Penanggulangan Bencana Daerah Provinsi Riau dengan judul “EFEKTIVITAS PEMANFAATAN APLIKASI SIPAKAR BAGI INTERNAL BADAN PENANGGULANGAN BENCANA DAERAH DALAM PENGENDALIAN BENCANA KEBAKARAN HUTAN DAN LAHAN DI PROVINSI RIAU” untuk mengetahui efektivitas pemanfaatan Aplikasi SIPAKAR dalam pengendalian bencana kebakaran hutan dan lahan di Provinsi Riau dan untuk mengetahui faktor penghambat pemanfaatan Aplikasi SIPAKAR untuk mendukung pengendalian bencana kebakaran hutan dan lahan di Provinsi Riau serta upaya yang dilakukan untuk mengatasi hambatan dalam pengendalian bencana kebakaran hutan dan lahan di Provinsi Riau melalui Aplikasi SIPAKAR. Metode :Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan induktif, sedangkan metode pengumpulan data yang digunakan adalah wawancara, dokumentasi, dan observasi. Dalam penelitian ini menggunakan analisis data menurut Miles dan Huberman dimana tahapannya yaitu reduksi data, penyajian data, serta penarikan kesimpulan. Hasil Temuan: faktor penghambat pengoperasian Aplikasi SIPAKAR adalah belum adanya anggarannya khusus terkait aplikasi sehingga mengakibatkan munculnya hambatan dari sisi sarana dan prasarana terkait aplikasi sipakar yaitu belum adanya firewall sehingga jika di buka untuk umum akan rentan di hack,dan genset,serta bandwich. Kesimpulan: disimpulkan bahwa efektivitas pemanfaatan aplikasi SIPAKAR bagi internal Badan Penanggulangan Bencana Daerah dalam pengendalian bencana kebakaran hutan dan lahan di Provinsi Riau dikatakan cukup efektif Kata kunci : Efektivitas, Aplikasi SIPAKAR, Kebakaran hutan dan lahan
