Abstract

Problem/Background (GAP): Apparatus resource management is one of the areas of change in bureaucratic reform to realize the professionalism of the apparatus in government agencies. This study discusses employee needs analysis by measuring workload analysis to obtain information on the quantity and quality of expected human resources. Objective: This study was carried out to determine the analysis of employee needs through analysis of workload, inhibiting factors and efforts made. Theory: This study uses Sedarmayanti theory with dimensions of work volume and time norms. Method: The study used descriptive qualitative methods and inductive approaches, with data triangulation techniques. Results/Findings: Based on the problems and themes raised by researchers in this study, it was found that the analysis of employee needs at the Regional Civil Service Agency of East Kalimantan Province had been carried out well. However, there are still obstacles including discrepancies between the volume of work and the number of employees, delays due to lack of understanding, and the policy of simplifying bureaucracy by equalizing positions. Conclusion: The analysis of the needs of employees at the Regional Personnel Board of the Province of East Kalimantan has been carried out well, but there are obstacles including a discrepancy between work volume and the number of employees, delays due to lack of understanding, and the existence of a bureaucratic simplification policy by equalizing positions. The efforts that have been made are conducting an objective employee analysis and making proposals for employee needs to meet employee needs and providing training to the Anjab team. Keywords : Analysis, Needs, Workload Permasalahan/Latar Belakang (GAP): Manajemen sumber daya aparatur menjadi salah satu area perubahan reformasi birokrasi untuk mewujudkan profesionalisme aparatur dalam instansi pemerintah. Penelitian ini membahas tentang analisis kebutuhan pegawai dengan mengukur analisis beban kerja untuk memperoleh informasi kuantitas dan kualitas sumber daya manusia yang diharapkan. Tujuan: Penelitian ini dilaksanakan untuk mengetahui analisis kebutuhan pegawai melalui analisis beban kerja, faktor penghambat dan upaya yang dilakuka. Metode: Penelitian menggunakan metode kualitatif deskriptif dan pendekatan induktif, dengan teknik triangulasi data. Hasil/Temuan: Berdasarkan permasalahan dan tema yang diangkat oleh peneliti pada penelitian ini menghasilkan bahwa analisis kebutuhan pegawai di Badan Kepegawaian Daerah Provinsi Kalimantan Timur telah dilakukan dengan baik. Namun masih terdapat kendala diantaranya terdapat ketidaksesuaian antara volume kerja dengan jumlah pegawai, keterlambatan akibat kurangnya pemahaman, serta adanya kebijakan penyederhanaan birokrasi dengan melakukan penyetaraan jabatan. Kesimpulan: Analisis kebutuhan pegawai di Badan Kepegawaian Daerah Provinsi Kalimantan Timur telah dilaksanakan dengan baik namun terdapat kendala diantaranya terdapat ketidaksesuaian antara volume kerja dengan jumlah pegawai, keterlambatan akibat kurangnya pemahaman, serta adanya kebijakan penyederhanaan birokrasi dengan melakukan penyetaraan jabatan. Adapun upaya yang telah dilakukan yaitu melakukan analisis pegawai secara objektiv serta melakukan usul kebutuhan pegawai guna memenuhi kebutuhan pegawai dan memberikan diklat kepada tim anjab.
