Abstract

ABSTRACT Problem Statement/Background(GAP): The Population and Civil Registration Office in Improving the Issuance of Identity Cards for the Moni Tribe in Paniai Regency, Central Papua Province has not yet reached the desired target. Purpose: The purpose of this research is to analyze how the Strategy of the Population and Civil Registration Office in Increasing the Issuance of Identity Cards for the Moni Tribe in Paniai Regency, Central Papua Province, inhibiting factors in carrying out the issuance of Identity Cards (KTP-el), efforts to overcome obstacles in carrying out the issuance of Identity Cards (KTP-el). Method: This research uses a qualitative method with an inductive approach. Data collection techniques used interviews, documentation and observation. Result: The findings obtained by the author in this study are that the Strategy of the Population and Civil Registration Office in Improving the Issuance of Identity Cards for the Moni Tribe in Paniai Regency, Central Papua Province has not yet reached the desired target. As for the inhibiting factors, namely, 1) there are wrong beliefs and views in the Moni tribe population, 2) the Moni tribe population is still largely illiterate and cannot speak Indonesian and also the tools used by service officers for making Identity Cards (KTP-el) are damaged by the community itself, 3) there are still a lack of officers serving the service of issuing Identity Cards (KTP-el), 4) facilities and infrastructure that are still inadequate. Suggestions for the results of the study are that the population and civil registration office must continue to socialize to the community as well as religious leaders and traditional leaders while continuing to try to enter the village to continue to be able to issue Identity Cards (KTP-el) for Moni tribe residents and also increase the number of officers who carry out direct services to the community. Conclusion: The issuance of identity cards (KTP-el) for residents of the Moni tribe by the Paniai District Population and Civil Registration Office has not been well implemented due to rejection from a group of armed communities in several villages, coupled with the low human resources of the Moni tribe, inadequate infrastructure so that it is a priority for the Paniai District Population and Civil Registration Office to routinely carry out socialization by approaching religious leaders, traditional leaders, and local village heads. ABSTRAK Permasalahan/Latar Belakang(GAP): Dinas Kependudukan Dan Pencatatan Sipil Dalam Meningkatkan Penerbitan Kartu Tanda Penduduk Bagi Suku Moni Di Kabupaten Paniai Provinsi Papua Tengah belum mencapai target yang diinginkan. Tujuan: Tujuan dari penelitian ini adalah untuk menganalisis bagaimana Strategi Dinas Kependudukan Dan Pencatatan Sipil Dalam Meningkatkan Penerbitan Kartu Tanda Penduduk Bagi Suku Moni Di Kabupaten Paniai Provinsi Papua Tengah, faktor penghambat dalam melaksanakan penerbitan Kartu Tanda Penduduk (KTP-el), upaya mengatasi hambatan dalam melaksanakan penerbitan Kartu Tanda Penduduk (KTP-el). Metode: Penelitian ini menggunakan metode kualitatif dengan pendekatan induktif. Teknik pengumpulan data menggunakan wawancara, dokumentasi dan observasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu Strategi Dinas Kependudukan Dan Pencatatan Sipil Dalam Meningkatkan Penerbitan Kartu Tanda Penduduk Bagi Suku Moni Di Kabupaten Paniai Provinsi Papua Tengah belum mencapai target yang diinginkan. Adapun yang menjadi faktor penghambat yaitu, 1) terdapat kepercayaan serta pandangan yang salah dalam penduduk suku Moni, 2) penduduk suku Moni sebagian besar masih buta huruf dan belum bisa berbahasa Indonesia dan juga alat-alat yang digunakan oleh petugas pelayanan pembuatan Kartu Tanda Penduduk (KTP-el) dirusak oleh masyarakat sendiri, 3) masih kurangnya jumlah petugas yang melayani pelayanan penerbitan Kartu Tanda Penduduk (KTP-el), 4) sarana dan prasarana yang yang masih belum memadai. Saran terhadap hasil penelitian yaitu agar dinas kependudukan dan pencatatan sipil tetap harus secara terus menerus melakukan sosialisasi kepada masyarakat maupun tokoh agama dan tokoh adat sambil terus berusaha masuk ke kampung untuk tetap dapat melakukan penerbitan Kartu Tanda Penduduk (KTP-el) bagi penduduk suku Moni dan juga menambah jumlah petugas yang melaksankan pelayanan secara langsung kepada masyarakat. Kesimpulan: Penerbitan Kartu Tanda Penduduk (KTP-el) bagi penduduk suku Moni oleh Dinas Kependudukan dan Pencatatan Sipil Kabupaten Paniai belum terlaksana dengan baik akibat adanya penolakan dari sekelompok masyarakat bersenjata di beberapa desa, ditambah oleh SDM masyarakat suku Moni yang rendah, sarana prasarana yang belum memadai sehingga menjadi prioritas Dinas Kependudukan dan Pencatatan Sipil Kabupaten Paniai untuk rutin melaksanakan sosialiasi dengan pendekatan kepada tokoh agama, tokoh adat, dan kepala desa setempat. Kata Kunci: Penerbitan, Kartu Tanda Penduduk (KTP-el), Suku Moni.
