Abstract

ABSTRACT Problems/Background (GAP): This study aims to provide an overview and explanation of the implementation of the implementation of SIDA’KAM population administration service innovations at the Population and Civil Registration Office of West Kotawaringin Regency in providing convenience for people who want to apply for population documents but are constrained by the long distance from Disdukcapil. Purpose: This study aims to determine the implementation of the SIDA’KAM innovation, the factors that have become obstacles to the implementation of SIDA’KAM and the efforts made to overcome obstacles to the implementation of SIDA’KAM by the Department of Population and Civil Registration of West Kotawaringin Regency. Method: The research method used is descriptive qualitative research method. Data obtained through observation, interviews and documentation. Result: The findings that the researchers found while carrying out the research were that SIDA’KAM really helped people who were having problems with distance problems so they couldn’t come to the Dukcapil to make population documents and also researchers found that there were still many people who did not understand technology and also the internet conditions were not good in some villages. Conclusion: Based on the research that has been carried out, researchers conclude that the implementation of the SIDA’KAM innovation provides benefits to the community, especially those who are located or live far away in the village in processing population documents without having to come to the Dukcapil office. The suggestions from researchers to the West Kotawaringin Regency Population and Civil Registration Service are to be consistent in developing innovations continuously to keep up with the times, optimize widespread socialization, improve the quality of human resources in order to maximize SIDA’KAM innovation services. Keywords: Innovation, Population Documents, SIDA’KAM ABSTRAK Permasalahan/Latar Belakang (GAP): Penelitian ini bertujuan untuk memberikan gambaran serta penjelasan tentang pelaksanaan inovasi pelayanan administrasi kependudukan SIDA’KAM di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Kotawaringin Barat dalam memberikan kemudahan bagi masyarakat yang ingin mengurus dokumen kependudukan namun terkendala dengan jarak yang jauh dari Disdukcapil. Tujuan: Penelitian ini bertujuan untuk mengetahui pelaksanaan inovasi SIDA’KAM, Faktor-faktor yang menjadi penghambat pelaksanaan SIDA’KAM dan Upaya yang dilakukan dalam mengatasi penghambat dalam pelaksanaan SIDA’KAM oleh Dinas Kependudukan dan Pencatatan Sipil Kabupaten Kotawaringin Barat. Metode: Metode penelitian yang digunakan adalah metode penelitian deskriptif kualitatif. Data yang diperoleh melalui observasi, wawancara dan dokumentasi. Hasil/Temuan: Temuan yang peneliti dapati selama melaksanakan penelitian yaitu SIDA’KAM sangat membantu masyarakat yang mengalami kendala dengan permasalahan jarak sehingga tidak bisa datang ke Dukcapil untuk membuat dokumen kependudukan dan juga peneliti mendapati masih banyak masyarakat yang belum paham teknologi dan juga kondisi internet yang kurang baik di sebagian desa. Kesimpulan: Berdasarkan Penelitian yang telah dilaksanakan, peneliti menyimpulkan bahwa penyelenggaraan inovasi SIDA’KAM memberikan manfaat kepada masyarakat khususnya yang berada atau tinggal jauh di desa dalam mengurus dokumen kependudukan tanpa harus datang ke kantor Dinas Dukcapil. Adapun saran dari peneliti kepada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Kotawaringin Barat adalah dengan konsisten dalam mengembangkan inovasi secara terus menerus mengikuti perkembangan zaman, mengoptimalkan sosialisasi secara meluas, meningkatkan kualitas dari sumber daya manusia guna memaksimalkan pelayanan inovasi SIDA’KAM.
