Abstract

ABSTRACT Problem Statement/Background (GAP): The SPBE Index of West Tulang Bawang Regency in 2021 received an index of 1.97, one form of SPBE implementation in West Tulang Bawang Regency is the tubaba.go.id website, but the information on the website was last updated in December 2022. Purpose: The purpose of this study was to determine the quality of the tubaba.go.id website based on the results of analysis using the Webqual 4.0 method from the perspective of the government and to find out the efforts made by Diskominfo West Tulang Bawang Regency in optimizing the website. Method: The research method used is a qualitative approach with data collection techniques through interviews, observation and documentation. The analysis technique used is data triangulation analysis. Result: Based on the results of research that from the three dimensions of Webqual 4.0 there are indicators of two-way communication, government services, and information that are still small so that it needs to be improved to be able to optimize tubaba.go.id website. efforts made by the West Tulang Bawang Regency Government are by simplifying the bar menu in Tubaba.go.id from four menus to three menus; Tubaba Digital features are Tubaba mail, Tubaba Media, Tubaba Access, Galaeru Tubaba, and Dapur News; Updates to news and announcements; and Preparing new features in the form of data disclosure. Conclusion: tubaba.go.id website as a form of SPBE implementation in West Tulang Bawang Regency still needs to be improved both in terms of features and information update. Keywords: Optimal, tubaba.go.id, website, webqual 4.0 ABSTRAK Permasalahan/Latar Belakang (GAP): Indeks SPBE Kabupaten Tulang Bawang Barat pada tahun 2021 mendapatkan indeks 1,97 salah satu wujud penerapan SPBE di Kabupaten Tulang Bawang Barat yaitu website tubaba.go.id tetapi informasi dalam website tersebut terakhir di perbarui pada bulan Desember 2022. Tujuan: Tujuan dilakukan penelitian ini untuk mengetahui kualitas website tubaba.go.id berdasarkan hasil analisis dengan metode Webqual 4.0 dari perspektif pemerintah dan mengetahui upaya yang dilakukan Diskominfo Kabupaten Tulang Bawang Barat dalam mengoptimalkan website. Metode: Metode penelitian yang digunakan adalah pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Adapun teknik analisis yang digunakan yaitu analisis triangulasi data. Hasil/Temuan: Berdasarkan hasil penelitian bahwa dari tiga dimensi Webqual 4.0 terdapat indikator komunikasi dua arah, pelayanan pemerintah, dan informasi yang masih sedikit sehingga perlu ditingkatkan untuk dapat mengoptimalkan website tubaba.go.id. upaya yang dilakukan oleh Pemerintah Kabupaten Tulang Bawang Barat yaitu dengan Penyederhanaan menu bar di Tubaba.go.id dari empat menu menjadi tiga menu; Fitur Tubaba Digital yaitu mail Tubaba, Media Tubaba, Akses Tubaba, Galaeru Tubaba, dan Dapur Berita; Pembaruan pada fitur berita dan pengumuman; dan Mempersiapkan fitur baru berupa keterbukaan data. Kesimpulan: website tubaba.go.id sebagai wujud penerapan SPBE di Kabupaten Tulang Bawang Barat masih perlu ditingkatkan baik dari segi fitur ataupun keterbaruan informasi.
