Abstract
ABSTRACT Problem Statement/Background (GAP): Poverty and limited access to adequate food are serious challenges in West Sumba District, East Nusa Tenggara Province. As an effort to overcome this problem, the Indonesian government has launched the Bantuan Pangan Non Tunai Programs (BPNT) as a step to increase the empowerment of the poor and expand their access to food. Objective: This study aims to analyze the impact of BPNT on food access and welfare of the poor, evaluate the effectiveness of BPNT implementation in meeting the food and nutritional needs of poor families, the role of BPNT in empowering the economy of the poor, the factors that influence the success of the BPNT Program, and formulate policy recommendations to improvement and improvement of the BPNT Program in West Sumba Regency. Methode: In solving this problem the author uses Community Empowerment theory according to Najiyati (2014: 54) which includes the Equality Principle, Participation Principle, Independence Principle, and Sustainability Principle using descriptive qualitative research method. Result: Based on the research results, it was found that the empowerment of the poor through the Bantuan Pangan Non Tunai Programs (BPNT) program in its implementation succeeded in fulfilling the four basic principles of community empowerment. The inhibiting factors for empowering the poor through the BPNT program are Limited Access to Information and Obstacles to Local Customary Culture. Conclusion: The Regional Government of West Sumba Regency, especially the West Sumba Regency Social Service, needs to improve communication and socialization of the BPNT program, utilize information technology, collaborate with local communities, improve infrastructure, provide education and understanding, alternative financing, participatory approaches and cultural development in overcoming the inhibiting factors of community empowerment the poor through the BPNT Program. Keywords: Empowerment, Poverty, Bantuan Pangan Non Tunai Programs ABSTRAK Permasalahan/Latar Belakang (GAP) : Kemiskinan dan akses terbatas terhadap pangan yang memadai menjadi tantangan serius di Kabupaten Sumba Barat, Provinsi Nusa Tenggara Timur. Sebagai upaya untuk mengatasi masalah tersebut, pemerintah Indonesia telah meluncurkan Program Bantuan Pangan Non Tunai (BPNT) sebagai langkah untuk meningkatkan pemberdayaan masyarakat miskin dan memperluas akses mereka terhadap pangan. Tujuan: Penelitian ini bertujuan untuk menganalisis dampak BPNT pada akses pangan dan kesejahteraan masyarakat miskin, evaluasi efektivitas implementasi BPNT dalam memenuhi kebutuhan pangan dan gizi keluarga miskin, peran BPNT dalam pemberdayaan ekonomi masyarakat miskin, faktor-faktor yang mempengaruhi keberhasilan Program BPNT, serta merumuskan rekomendasi kebijakan untuk perbaikan dan peningkatan Program BPNT di Kabupaten Sumba Barat. Metode: Dalam memecahkan masalah ini penulis menggunakan teori Pemberdayaan Masyarakat menurut Najiyati (2014:54) yang meliputi Prinsip Kesetaraan, Prinsip Partisipasi, Prinsip Kemandirian, dan Prinsip Berkelanjutan dengan menggunakan metode penelitian kualitatif deskriptif. Hasil/Temuan: Berdasarkan hasil penelitian diperoleh bahwa, pemberdayaan masyarakat miskin melalui program Bantuan Pangan Non Tunai (BPNT) dalam pelaksanaannya berhasil memenuhi empat prinsip dasar pemberdayaan masyarakat. Faktor penghambat pemberdayaan masyarakat miskin melalui program BPNT adalah Keterbatasan Akses Informasi dan Kendala Budaya Adat Lokal. Kesimpulan: Pemerintah Daerah Kabupaten Sumba Barat terkususnya Dinas Sosial Kabupaten Sumba Barat perlu melakukan peningkatan komunikasi dan sosialisasi program BPNT, memanfaatkan teknologi informasi, menggandeng komunitas lokal, peningkatan infrastruktur, memberikan pendidikan dan pemahaman, alternatif pembiayaan, pendekatan partisipatif dan pembinaan budaya dalam mengatasi factor penghambat pemberdayaan masyarakat miskin melalui Program BPNT.
