Abstract

ABSTRACT Problem Statement/Background (GAP): Environmental problems in the current era of globalization are common problems, including in Indonesia, this is caused by the exploitation of the environment and existing natural resources. This situation increases the need to educate the nation's children and instill character regarding the importance of caring for the environment. Instilling characters related to the importance of caring for the environment can be very effective if applied from elementary school. The existence of the Regulation of the Minister of Environment and Forestry of the Republic of Indonesia Number P.52/MENLHK/SETJEN/KUM.1/9/2019 makes it mandatory to carry out the environmental care and culture movement program in schools. Gowa Regency in implementing these regulations is still not optimal. Purpose: The purpose of this study was to find out the implementation of the environmental care and culture movement at the elementary school level in realizing the character of caring for the environment in Gowa Regency. Method: The research method used is a qualitative research method. Data collection techniques were carried out through interviews, observation and documentation. Result: The results of the study indicate that the implementation of the PBLHS program has not run optimally because there are still obstacles in implementing the program. Conclusion: The researcher concluded that the Implementation of the Environmental Care and Culture Movement Program (PBLHS) at the Elementary School Level in Creating Environmental Care Character in Gowa Regency had not run optimally, marked by the unavailability of operational funds in the implementation of the PBHLS movement program, in addition to the lack of communication between implementers and the community. around resulted in disturbance from the community towards the implementation of the PBLHS program. Keywords: Character, Elementary School, Implementation ABSTRAK Permasalahan/Latar Belakang (GAP): Permasalahan lingkungan di era globalisasi saat ini menjadi permasalahan umum termasuk di Indonesia hal ini disebabkan oleh eksploitasi lingkungan dan sumber daya alam yang ada. Situasi ini meningkatkan kebutuhan untuk mendidik anak bangsa dan menanamkan karakter terkait pentingnya peduli lingkungan. Menanamkan karakter terkait pentingnya peduli lingkungan bisa sangat efektif jika diterapkan dari sekolah dasar. Adanya Peraturan Menteri Lingkungan Hidup dan Kehutanan Republik Indonesia Nomor 1 P.52/MENLHK/SETJEN/KUM.1/9/2019 menjadikan program gerakan peduli dan berbudaya lingkungan hidup di sekolah menjadi wajib dijalankan. Kabupaten Gowa dalam mengimplementasikan peraturan tersebut masih belum optimal. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui implementasi gerakan peduli dan berbudaya lingkungan hidup di sekolah tingkat Sekolah Dasar dalam mewujudkan karakter peduli lingkungan di Kabupaten Gowa. Metode: Metode penelitian yang digunakan adalah metode penelitian kualiatif. Teknik pengumpulan data yang dilakukan melalui wawancara, observasi dan dokumentasi. Hasil/Temuan: Hasil penelitian menunjukkan bahwa Implementasi program PBLHS belum berjalan secara optimal hal itu dikarenakan masih terdapatnya hambatan dalam mengimplementasikan program tersebut. Kesimpulan: Peneliti menyimpulkan bahwa Implementasi Program Gerakan Peduli dan Berbudaya Lingkungan Hidup di Sekolah (PBLHS) Tingkat SD dalam Mewujudkan Karakter Peduli Lingkungan di Kabupaten Gowa belum berjalan dengan optimal ditandai dengan belum tersedianya dana operasional dalam pelaksanaan program gerakan PBHLS selain itu juga kurangnya komunikasi antara pelaksana dengan masyarakat sekitar mengakibatkan adanya gangguan dari masyarakat terhadap pelaksanaan program PBLHS.
