Abstract

ABSTRACT Problems/Background (GAP): The rapid development of technology requires the government to continue to make innovations in public services. One of the innovations launched by the Padang City Population and Civil Registry Service is the Si Rancak innovation. This innovation was launched to make it easier for the public to manage population documents, especially birth certificates, family cards and electronic ID cards. Purpose: This study aims to determine the effectiveness of the Si Rancak Innovation in services for birth certificates, family cards and electronic ID cards, the obstacles to the Si Rancak Innovation and the efforts made by the Population and Civil Registration Office of Padang City, West Sumatra Province in overcoming obstacles to the Si Rancak Innovation. Method: The method used in this research is descriptive qualitative. This study uses data collection methods of observation, interviews, and documentation. The data collected was analyzed using effectiveness theory according to Gibson and Steers in Sumaryadi using five relevant indicators namely productivity, quality, efficiency, flexibility, and satisfaction. Results/Findings: The results of this study indicate that the Si Rancak innovation has been effective and is running very well even though there are still some obstacles in the service through the Si Rancak Innovation. Obstacles to Si Rancak's innovation include the lack of public knowledge regarding Si Rancak's innovation and the internet network at the Dukcapil Office which is still unstable. Conclusion: The Si Rancak Innovation has been effective and is running very well even though there are still some obstacles in the service through the Si Rancak Innovation. These obstacles were overcome by making several efforts, namely conducting socialization and improving the quality of the internet network at the Population and Civil Registration Office of the City of Padang, West Sumatra Province. Keywords: Effectiveness, Si Rancak Innovation, Birth Certificates, Family Cards , ID cards ABSTRAK Permasalahan/Latar Belakang (GAP): Perkembangan teknologi yang semakin pesat membuat pemerintah dituntut untuk terus melakukan inovasi-inovasi pada pelayanan kepada masyarakat. Salah satu inovasi yang diluncurkan oleh Dinas Kependudukan dan Pencatatan Sipil Kota Padang adalah inovasi Si Rancak. Inovasi ini diluncurkan agar memudahkan masyarakat dalam mengurus dokumen kependudukan khususnya Akta Kelahiran, Kartu Keluarga dan KTP elektronik. Tujuan: Penelitian ini bertujuan untuk mengetahui efektivitas Inovasi Si Rancak dalam pelayanan akta kelahiran, kartu keluarga dan KTP elektronik, kendala Inovasi Si Rancak serta upaya yang dilakukan oleh Dinas Kependudukan dan Pencatatan Sipil Kota Padang Provinsi Sumatera Barat dalam mengatasi kendala pada Inovasi Si Rancak. Metode: Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif. Penelitian ini menggunakan metode pengambilan data observasi, wawancara, dan dokumentasi. Data yang dikumpulkan dianalisis menggunakan teori efektivitas menurut Gibson dan Steers dalam Sumaryadi menggunakan lima indikator yang relevan yaitu produktivitas, kualitas/mutu, efisiensi, fleksibilitas, dan kepuasan. Hasil/Temuan: Hasil penelitian ini menunjukkan bahwa inovasi Si Rancak telah efektif dan berjalan dengan sangat baik meskipun masih terdapat beberapa kendala dalam pelayanan melalui Inovasi Si Rancak. Kendala pada inovasi Si Rancak antara lain masih kurangnya pengetahuan masyarakat terkait inovasi Si Rancak dan jaringan internet di Dinas Dukcapil yang masih belum stabil. Kesimpulan: Inovasi Si Rancak telah efektif dan berjalan dengan sangat baik meskipun masih terdapat beberapa kendala dalam pelayanan melalui Inovasi Si Rancak. Kendala tersebut diatasi dengan melakukan beberapa upaya yaitu melakukan sosialisasi dan meningkatkan kualitas jaringan internet di Dinas Kependudukan dan Pencatatan Sipil Kota Padang Provinsi Sumatera Barat.
