Abstract

ABSTRACT Problem Statement/Background: Utilization of population data is an innovation issued by the Ministry of Home Affairs to provide excellent service to the community. With advances in technology, the government is certainly trying to provide the best service for the community. Utilization of data is one of the government's efforts to provide the best service, namely by utilizing the National Identity Number (NIK) in services. The Ministry of Home Affairs has established regulations related to data utilization with the aim that all local governments can use access rights to utilize NIK as a key in services. In the City of Mojokerto, the use of NIK has been used in various services in several OPDs or private agencies. With the innovation of using NIK data, the provision of services to the community becomes faster and more effective. Purpose: This study aims to determine the optimization of NIK utilization in supporting the acceleration of public services, obstacles in the optimization process and efforts to overcome them. Methods: This study uses Optimization theory according to Hotniar Siringoringo with three dimensions namely goals, decision alternatives, and limited resources and uses descriptive qualitative research methods with an inductive approach and data collection techniques in the form of observations, interviews and documentation. Results: The results of this study indicate that the objective of optimizing the utilization of NIK has not been fulfilled while alternative decisions have been implemented as expected even though the supporting resources have not been adequate. Conclusion: With the use of NIK, service delivery will be faster and more effective. From these results, the authors provide suggestions, namely to improve the quality of facilities and infrastructure to support service delivery and conduct socialization regarding the use of NIK both to the community and to OPD or related agencies. Keywords: Optimization, Data Utilization, National Identity Number ABSTRAK Permasalahan/Latar Belakang: Pemanfaatan data kependudukan merupakan sebuah inovasi yang dikeluarkan oleh Kementerian Dalam Negeri untuk memberikan pelayanan prima kepada masyarakat. Dengan adanya kemajuan teknnologi, pemerintah tentu berupaya untuk memberikan pelayanan terbaik bagi masyarakat. Pemanfaatan data menjadi salah satu upaya pemerintah dalam memberikan pelayanan terbaik, yaitu dengan memanfaatkan Nomor Induk 2 Kependudukan (NIK) dalam pelayanan. Kementerian Dalam Negeri telah menetapkan peraturan terkait pemanfaatan data dengan tujuan agar seluruh pemerintah daerah dapat menggunakan hak akses untuk memanfaatkan NIK sebagai kunci dalam pelayanan. Di Kota Mojokerto, pemanfaatan NIK telah digunakan dalam berbagai pelayanan di beberapa OPD atau instansi swasta. Dengan adanya inovasi pemanfaatan data NIK, pemberian pelayanan kepada masyarakat menjadi lebih cepat dan efektif. Tujuan: Penelitian ini bertujuan untuk mengetahui optimalisasi pemanfaatan NIK dalam mendukung percepatan pelayanan publik, hambatan dalam proses optimalisasi serta upaya untuk mengatasinya. Metode: Penelitian ini menggunakan teori Optimalisasi menurut Hotniar Siringoringo dengan tiga dimensi yaitu tujuan, alternatif keputusan, dan sumber daya yang dibatasi serta menggunakan metode penelitian kualitatif deskriptif dengan pendekatan induktif dan teknik pengumpulan data berupa obesrvasi, wawancara dan dokumentasi. Hasil/Temuan: Hasil penlitian ini menunjukkan bahwa tujuan dari optimalisasi pemanfaatan NIK belum terpenuhi sedangkan alternatif keputusan telah terlaksana sesuai dengan apa yang diharapkan meskipun sumber daya penunjang belum cukup memadai. Kesimpulan: Dengan adanya pemanfaatan NIK, maka pemberian pelayanan akan lebih cepat dan efektif. Dari hasil tersebut, penulis memberikan saran yaitu agar meningkatkan kualitas sarana dan prasarana sebagai penunjang pemberian pelayanan serta melakukan sosialisasi terkait pemanfaatan NIK baik kepada masyarakat maupun kepada OPD atau instansi terkait.
