Abstract

ABSTRAK Permasalahan/Latar Belakang: Implementasi Peraturan Bupati Nomor 11 Tahun 2019 tentang pencegahan pernikahan usia dini di Kabupaten Kepulauan Sanghe Provinsi Sulawesi Utara, memiliki latar belakang tingkat pernikahan dini di Kabupaten Sangihe terhitung cukup tinggi dengan berbagai macam faktor penyebab baik dari segi regulasi maupun dari masyarakat. Undang-undang nomor 16 Tahun 2019 tentang perkawinan menyebutkan batasan umur bagi seseorang untuk melangsungkan pernikahan adalah 19 tahun bagi laki-laki dan perempuan yang belum teraplikasikan secara baik. Tujuan: Penelitian ini bertujuan untuk mendeskripsikan atau mengetahui bagaimana Implementasi Peraturan Bupati Nomor 11 Tahun 2019 Tentang Pencegahan Pernikahan Usia Dini di Kabupaten Kepulauan Sangihe, penelitian ini berlokasi di Dinas Pemberdayaan Perempuan dan Perlindungan Anak Daerah (DP3AD). Metode: metode kualitatif dan teknik pengumpulan data menggunakan teknik observasi lapangan, wawancara, dokumentasi dan penarikan kesimpulan. Hasil/Temuan: berdasarkan teori Edward III implementasi kebijakan memiliki empat variable dan hasil dalam penelitian Implementasi Peraturan Bupati Tentang Pencegahan Pernikahan Usia Dini di Kabupaten terdapat beberapa faktor penghambat seperti kurangnya sosialisasi yang dilakukan saran dari peneliti yaitu pemberian sosialisasi dan pembinaan pada masyarakat tentang pernikahan anak dan juga mengatasi faktor-faktor penghambat yang ada. Kesimpulan: Implemenetasi Peraturan Bupati Nomor 11 Tahun 2019 Tentang Pencegahan Pernikahan Usia Dini Di Kabupaten Kepulauan Sangihe sudah berjalan cukup baik namun hal tersebut dinilai belum maksimal dalam pelaksanaannya dimana terdapat faktor penghambat dalam implementasinya adapun upaya yang dilakukan pemerintah dalam mnecegah pernikahan usia dini. Kata Kunci : Implementasi, Pencegahan, Pernikahan Dini ABSTRACT Problem Statement/Background (GAP): The implementation of Regent Regulation Number 11 of 2019 concerning the prevention of early marriage in Sanghe Archipelago District, North Sulawesi Province, has a background that the rate of early marriage in Sangihe Regency is considered quite high with various causal factors both in terms of regulations and from the community. Law number 16 of 2019 concerning marriage states that the age limit for someone to get married is 19 years for men and women which has not been properly applied. Purpose: This study aims to describe or find out how the implementation of Regent Regulation Number 11 of 2019 concerning the Prevention of Early Marriage in the Sangihe Islands Regency, this research is located at the Regional Women's Empowerment and Child Protection Service (DP3AD). Method: qualitative methods and data collection techniques using field observation techniques, interviews, documentation and drawing conclusions. Results: based on the theory of Edward III the implementation of the policy has four variables and the results in the research on the implementation of the Regent's Regulations on the Prevention of Early Marriage in the District have several inhibiting factors such as the lack of socialization carried out by suggestions from researchers, namely the provision of outreach and guidance to the community regarding child marriage and also overcome the inhibiting factors that exist. Conclusion: The implementation of Regent Regulation Number 11 of 2019 concerning the Prevention of Early Marriage in Sangihe Islands Regency has been going quite well, but this is considered not optimal in its implementation where there are inhibiting factors in its implementation as for the efforts made by the government to prevent early marriage.
