Abstract

ABSTRACT Problem/Background (GAP): SIMKAH is a policy program issued by the government, which is a system managed by the Ministry of Home Affairs to manage population data and improve the efficiency and effectiveness of population services. Purpose: This study aims to identify and analyze the application of the SIMKAH application, explain the inhibiting factors and describe SIMKAH at the KUA of Katobu District. Method: The research method used is descriptive qualitative with an inductive approach. Data obtained from observation, interviews and documentation. Result: The results showed that the SIMKAH program in Katobu District facilitated the management of population data at the sub-district level and also provided benefits in facilitating the process of making population documents. Conclusion: Although the SIMKAH program has benefits for the community and the government, this program has not succeeded in increasing the efficiency and effectiveness of population services. there are several obstacles in its implementation, such as limited information technology infrastructure, lack of training for District staff and officers, lack of socialization of internal understanding regarding SIMKAH, and lack of SIMKAH supporting devices. Therefore, it is recommended to increase training for District staff and officers in the use of information technology as well as strengthening information technology infrastructure to improve the performance of the SIMKAH program in Katobu District, Muna Regency. Keywords: Effectiveness, web SIMKAH, KUA Distric ABSTRAK Permasalahan/Latar Belakang (GAP): SIMKAH merupakan program kebijakan yang dikeluarkan pemerintah adalah sistem yang dikelola kementerian dalam negeri untuk mengelola data kependudukan serta meningkatkan efesiensi dan efektivitas pelayanan kependudukan. Tujuan: Penelitian ini bertujuan mengetahui dan menganalisis penerapan aplikasi SIMKAH, menjelaskan faktor penghambat dan mendeskripsikan SIMKAH di KUA Kecamatan Katobu. Metode: Metode penelitian yang digunakan adalah deskriptif kualitatif dengan pendekatan induktif. Data diperoleh dari Observasi ,wawancara dan dokumentasi. Hasil/Temuan: Hasil penelitian menunjukkan bahwa program SIMKAH di Kecamatan Katobu mempermudah pengelolaan data kependudukan di tingkat kecamatan juga memberikan manfaat dalam memudahkan proses pembuatan dokumen kependudukan. Kesimpulan: Meskipun program SIMKAH memiliki manfaat bagi masyarakat dan pemerintah, akan tetapi program ini belum berhasil meningkatkan efisiensi dan efektivitas pelayanan kependudukan. terdapat beberapa kendala dalam implementasinya, seperti keterbatasan infrastruktur teknologi informasi, kurangnya pelatihan untuk staf dan petugas Kecamatan, kurangnya sosialisasi pemahaman internal terkait SIMKAH,serta kurangnya perangkat perangkat pendukung SIMKAH Oleh karena itu, disarankan untuk meningkatkan pelatihan bagi staf dan petugas Kecamatan dalam penggunaan teknologi informasi serta memperkuat infrastruktur teknologi informasi untuk memperbaiki kinerja program SIMKAH di Kecamatan Katobu, Kabupaten Muna.
