Abstract

ABSTRACT Background Of The Problem : This research is entitled "Implementation of the Policy for Compiling Regional Governance Reports (LPPD) in Conflict Areas in Puncak Regency, Central Papua Province". Objective : This study aims to find out whether the Implementation of the Policy for Compiling Regional Government Administration Reports (LPPD) in Conflict Areas in Puncak Regency, Central Papua Province has been going well or not and to describe what factors are inhibiting and supporting the Regional Secretariat of the Sub-Division of Governance. Section of the General Administration of Puncak Regency in the preparation of Reports on the Implementation of Regional Government (LPPD). Method : This study uses qualitative research with a descriptive approach, data collection techniques through interviews and documentation. This study uses the Policy Implementation Theory according to Edward III which contains 4 factors that influence the implementation of a public policy to see the Implementation of Regional Government Administration Reports (LPPD) consisting of Communication, Resources, Disposition and Bureaucratic Structure factors. Results and Discussion : The results of the study show that Puncak Regency through the Regional Secretariat of the Governance Section, the General Administration Subdivision in the Preparation of Regional Government Administration Reports (LPPD) in Conflict Areas in Puncak Regency, Central Papua Province, has not gone well.Conclusion : In the analysis of the Preparation of Reports on the Implementation of Regional Governance (LPPD) in Conflict Areas in Puncak Regency, the authors found that the LPPD admins in each OPD were not competent in collecting data from each OPD because there was still a lot of missing data, the security condition of the conflict between the Armed Criminal Groups (KKB) and the TNI/POLRI which makes ASN not permanently in Puncak Regency in carrying out their duties and responsibilities and the internet network which is influential in inputting LPPD to the e-LPPD application. The efforts made were to issue a manual for the preparation of the LPPD, involve members of the LPPD drafting team to attend training and seminars related to the preparation of the LPPD which were held in Jayapura Regency and supervise and monitor data collection from each OPD. Keywords : Implementation, Policy, conflict areas, Preparation of LPPD ABSTRAK Latar Belakang: Penelitian ini berjudul “Implementasi Kebijakan Penyusunan Laporan Penyelenggaraan Pemerintahan Daerah (LPPD) Pada Daerah Konflik Di Kabupaten Puncak Provinsi Papua Tengah”. Tujuan : Penelitian ini bertujuan untuk mengetahui apakah Implementasi Kebijakan Penyusunan Laporan Penyelenggaraan Pemerintahan Daerah (LPPD) Pada Daerah Konflik Di Kabupaten Puncak Provinsi Papua Tengah sudah berjalan dengan baik atau tidak serta menguraikpadaan faktor-faktor apa saja yang terjadi penghambat dan pendukung bagi Sekretariat Daerah Bagian Tata Pemerintahan Sub Bagian Pemerintahan Umum Kabupaten Puncak dalam Penyusunan Laporan Penyelenggaraan Pemerintahan Daerah (LPPD). Metode : Penelitian ini menggunakan penelitian kualitatif dengan pendekatan deskriptif, teknik pengumpulan data melalui wawancara dan dokumentasi. Penelitian ini menggunakan Teori Implementasi Kebijakan menurut Edward III yang memuat 4 faktor yang mempengaruhi pelaksanaan suatu kebijakan publik untuk melihat Implementasi Kebijakan Penyusunan Laporan Penyelenggaraan Pemerintahan Daerah (LPPD) yang terdiri dari faktor Komunikasi, Sumber Daya, Disposisi dan Struktur Birokrasi. Hasil dan Pembahasan : Pada hasil penelitian menunjukan bahwa Kabupaten Puncak melalui Sekretariat Daerah Bagian Tata Pemerintahan Sub Bagian Pemerintahan Umum dalam Penyusunan Laporan Penyelenggaraan Pemerintahan Daerah (LPPD) Pada Daerah Konflik Di Kabupaten Puncak Provinsi Papua Tengah sudah belum berjalan dengan baik. Kesimpulan : Pada analisis Penyusunan Laporan Penyelenggaraan Pemerintahan Daerah (LPPD) Pada Daerah Konflik Di Kabupaten Puncak, penulis menemukan admin LPPD pada setiap OPD belum cakap dalam pengumpulan data dari setiap OPD karena masih banyak ditemukan data yang kurang, kondisi keamanan konflik antara Kelompok Kriminal Bersenjata (KKB) dan TNI/POLRI yang membuat ASN tidak berada tetap di Kabupaten Puncak dalam menjalankan tugas dan tanggng jawab mereka dan jaringan internet yang berpengaruh dalam penginputan LPPD ke aplikasi e-lppd. Adapun upaya yang dilakukan yaitu mengeluarkan buku manual pedoman penyusunan LPPD, mengikutsertakan anggota tim penyusun LPPD mengikuti Pelatihan dan seminar terkait penyusunan LPPD yang dilaksanakan di Kabupaten Jayapura dan melakukan pengawasan dan pemonitoring terhadap pengumpulan data dari setiap OPD.
