Abstract

ABSTRACT Problem Statement/Background (GAP): The increase in the amount of waste generation with an average of 62,598.42 tonnes/year has made Bulukumba Regency from 2019 to 2021 never be separated from the top 3 (three) lists of regencies/cities that produce the largest waste in South Sulawesi. Apart from that, Bulukumba Regency only has two waste bank units and one TPS3R unit, coupled with the waste management in both the waste bank and TPS3R which is still not optimal. This then led researchers to find out what the supporting and inhibiting factors were, as well as the efforts made to optimize the implementation of waste management policies in Bulukumba Regency. Purpose: The purpose of this study is to describe the supporting, inhibiting factors, as well as the efforts made to optimize the implementation of waste management policies in Bulukumba Regency. Methods: This study used a qualitative method with an inductive approach with data collection techniques using observation, interviews, and documentation.. Result: The results of this study indicate that in the process of handling waste in Bulukumba Regency there are inhibiting factors in the form of difficulties in recruiting competent human resources in handling waste. waste management, the lack of human resource development is characterized by the inadequate implementation of training, the not yet optimal infrastructure in waste handling, and the insufficiency of the implementing budget in supporting the successful process of implementing waste handling policies. There are also supporting factors that support the implementation of waste management policies such as the formation of an organization in the form of a Technical Implementation Unit (UPT) with clear tasks in assisting the waste handling process, the existence of clear and appropriate SOPs as guidelines for waste handling, as well as the availability and determination of the use of appropriate technology. in facilitating the waste handling process. Efforts have been made to optimize the implementation of waste handling policies in Bulukumba Regency by providing regular education and training to the community and cleaning staff groups at the TPA, maximizing the budget for operational costs in the waste handling process, and improving the maintenance of waste handling facilities and 1 infrastructure. Conclusion: The conclusion of this study is that the implementation of waste management policies in Bulukumba Regency has not run optimally, this is indicated by the number of inhibiting factors that are more numerous than the supporting factors. Even so, from the government side, the Environmental and Forestry Service of Bulukumba Regency, as well as from community groups, in this case the cleaners and workers at the TPA, have tried to optimize the implementation of waste management policies in Bulukumba Regency.
