Abstract
ABSTRACT Problem Statement/Background (GAP): The author focuses on the problems of street vendors who sell in places where it is not permitted. The government of Hulu Sungai Tengah Regency is trying to overcome this problem because if violations by street vendors increase, it will be able to cause a number of problems that must be faced, such as disturbing the comfort and smoothness of traffic and disturbing the beauty and cleanliness of public places. One of the strategies that can be implemented by the government to protect against problems that can disturb public comfort and public peace is to carry out control. Controlling street vendors carried out by the Civil Service Police Unit of Hulu Sungai Tengah Regency is one of the government's efforts aimed at controlling street vendors who violate regional regulations. Purpose: This research was conducted to determine the Effectiveness of Controlling Street Vendors by Civil Service Police Units in the Keramat Barabai Market Area, Hulu Sungai Tengah Regency, South Kalimantan Province, and to find out the inhibiting factors and efforts made. Method: This study uses a qualitative descriptive method to collect and analyze data that describes facts in the field. Data collection techniques through observation, interviews, and documentation. Data analysis techniques with data reduction, data presentation, conclusions, and verification are very relevant to this research. Result: The results of the research are based on Duncan's theory of effectiveness, namely: 1) Achievement of objectives; 2) Integration; and 3) Adaptation shows that the effectiveness of controlling street vendors by the Civil Service Police Unit in the Keramat Barabai Market Area, Hulu Sungai Tengah Regency, South Kalimantan Province has not been effective in controlling street vendors because the target for disruption to disturbances has not been achieved from the previous year. This is due to factors that hinder the implementation of this program. Conclusion: Controlling street vendors by the Civil Service Police Unit in the Keramat Barabai Market Area, Hulu Sungai Tengah Regency has not been effective. It is said to be ineffective because there are still internal and external obstacles. Keywords: Effectiveness, Control, Civil Service Police Unit, Street Vendors ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan pedagang kaki lima yang berjualan di tempat yang tidak diperbolehkan. Pemerintah Kabupaten Hulu Sungai Tengah berusaha untuk mengatasi permasalahan ini karena jika pelanggaran pedagang kaki lima meningkat, akan dapat menimbulkan sejumlah masalah yang harus dihadapi seperti terganggunya kenyamanan dan kelancaran lalu lintas serta mengganggu keindahan dan kebersihan tempat-tempat umum . Salah satu strategi yang dapat dilakukan pemerintah untuk melindungi dari masalah yang dapat mengganggu ketertiban umum dan ketentraman masyarakat adalah dengan melakukan penertiban. Penertiban pedagang kaki lima yang dilakukan oleh Satuan Polisi Pamong Praja Kabupaten Hulu Sungai Tengah adalah salah satu upaya pemerintah yang bertujuan untuk menertibkan para pedagang kaki lima yang melanggar Peraturan Daerah. Tujuan: Penelitian ini dilakukan untuk mengetahui Efektivitas Penertiban Pedagang Kaki Lima Oleh Satuan Polisi Pamong Praja Di Kawasan Pasar Keramat Barabai Kabupaten Hulu Sungai Tengah Provinsi Kalimantan Selatan, serta mengetahui faktor penghambat dan upaya yang dilakukan. Metode: Penelitian ini menggunakan metode deskriptif kualitatif guna mengumpulkan dan menganalisis data yang menggambarkan fakta di lapangan. Teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Teknik analisis data dengan reduksi data, penyajian data, kesimpulan, dan verifikasi sangat relevan dengan penelitian ini. Hasil/Temuan: Hasil penelitian berdasarkan teori efektivitas oleh Duncan, yaitu: 1) Pencapaian Tujuan; 2) Integrasi; dan 3) Adaptasi menunjukkan bahwa efektivitas penertiban Pedagang Kaki Lima Oleh Satuan Polisi Pamong Praja di Kawasan Pasar Keramat Barabai Kabupaten Hulu Sungai Tengah Provinsi Kalimantan Selatan belum efektif dalam menertibkan pedagang kaki lima karena belum tercapainya target pengurangan pelanggaran dari tahun sebelumnya. Hal ini disebabkan adanya faktor yang menghambat pelaksanaan program ini. Kesimpulan: Penertiban Pedagang Kaki Lima Oleh Satuan Polisi Pamong Praja di Kawasan Pasar Keramat Barabai Kabupaten Hulu Sungai Tengah belum berjalan efektif. Dikatakan belum efektif karena masih adanya hambatan-hambatan internal dan eksternal. Kata kunci: Efektivitas, Penertiban, Satuan Polisi Pamong Praja, Pedagang Kaki Lima
