Abstract

ABSTRACT Background: The author focuses on the problem of the still high rate of population growth that occurs and continues to grow every year in North Toraja district, as well as the lack of optimal family planning (quality family) village program services in North Toraja district. Purpose: The purpose of this study is to determine the effectiveness of the family planning village program in North Toraja district, South Sulawesi province, find out the inhibiting factors of the effectiveness of the family planning village program in controlling the population growth rate in North Toraja district, South Sulawesi province, know the efforts made to improve the effectiveness of the family planning village program in controlling the population growth rate in Toraja district, South Sulawesi province. Method: This study uses a descriptive method through an inductive approach with analysis using the effectiveness theory proposed by Duncan. Data collection techniques used are interviews, observations, and documentation and use data analysis techniques, namely data reduction, data presentation and conclusions. Results/Findings: The results showed that the family planning village program has been effective in controlling the population growth rate in North Toraja district, there are also several obstacles such as the lack of quantity and quality of extension workers and the lack of supporting facilities and infrastructure for the family planning village program. DP3AP2KB made several efforts such as increasing the number of extension workers and allocating budget in order to improve the facilities and infrastructure of the KB village program. Conclusion: The results of this study show that the village family planning program has been effective in controlling the rate of population growth, but there are several obstacles such as lack of extension workers and lack of facilities and infrastructure. DP3AP2KB's efforts to overcome these obstacles are to increase the number of extension workers and allocate funds for improving facilities and infrastructure. ABSTRAK Latar belakang: Penulis berfokus pada permasalahan yaitu masih tingginya laju pertumbuhan penduduk yang terjadi dan terus bertambah setiap tahun di kabupaten Toraja Utara, serta belum maksimalnya pelayanan program kampung KB (keluarga berkualitas) dikabupaten Toraja Utara. Tujuan: Tujuan dari penelitian ini ialah untuk mengetahui efektivitas program kampung KB dikabupaten Toraja Utara provinsi Sulawesi Selatan, mengetahui faktor penghambat keefektifan program kampung KB dalam mengendalikan laju pertumbuhan penduduk dikabupaten Toraja Utara provinsi Sulawesi Selatan, mengetahui upaya yang dilakukan untuk meningkatkan efektivitas program kampung KB dalam mengendalikan laju pertumbuhan penduduk dikabupaten Toraja provinsi Sulawesi Selatan. Metode: Penelitian ini menggunakan metode deskriptif melalui pendekatan induktif dengan penganalisisan menggunakan teori efektivitas yang dikemukakan oleh Duncan. Teknik pengumpulan data yang digunakan yaitu wawancara, observasi, dan dokumentasi serta menggunakan teknik analisis data yaitu reduksi data, penyajian data dan penarikan kesimpulan. Hasil/Temuan: Hasil penelitian menunjukkan bahwa program kampung KB sudah efektif dalam mengendalikan laju pertumbuhan penduduk dikabupaten Toraja Utara, juga terdapat beberapa hambatan seperti kurangnya kuantitas dan kualitas tenaga penyuluh serta kurangnya sarana dan prasarana penunjang program kampung KB. Pihak DP3AP2KB melakukan beberapa upaya seperti meningkatkan jumlah tenaga penyuluh serta mengalokasikan anggaran dalam rangka peningkatan sarana dan prasarana program kampung KB. Kesimpulan: Hasil penelitian ini menunjukkan bahwa program kampung KB sudah efektif dalam mengendalikan laju pertumbuhan penduduk, namun terdapat beberapa hambatan seperti kurangnya tenaga penyuluh serta kurangnya sarana dan prasarana. Upaya Pihak DP3AP2KB untuk mengatasi hambatan tersebut ialah dengan menambah jumlah tenaga penyuluh serta mengalokasikan dana untuk peningkatan sarana dan prasarana.
