Abstract

Problems/Background (GAP): The background to writing this undergraduated task is The Development of the globalization era demands human resources to develop and improve their potential and performance capabilities, so they need human resources who have good competence to be able to organize government. Purpose: This research was purposed to find out and describe the development of human resources at the Badung Regency Personnel and Human Resource Development Agency. Method: This study used a qualitative research design with descriptive methods and an indutive approach. Sources of data using primary and secondary data resources. Data collection techniques were carried out using interviews, observation and documentation. Data analysis techniques were obtained through data reduction, data presentation, verifivation and drawing conclusions. Results/Findings: The results of the study show that the implementation of human resource development at BKPSDM Badung Regency is going quite well, but in practice there are still obstacles to the lack of interest of the apparatus in participating in competency development activities. Conclusion: Based on the research that has been done, it can be concluded that there is still a lack of budget in implementing competency development and there are still other influences such as political factors in competency development. One of the efforts made the Badung Regency BKPSDM to deal with this problem is by collaborating with other parties and by participating in webinars for apparatus.
