Abstract

ABSTRACT Problem/Background (GAP): The Population Administration Information System (SIAK) is an integrated application that aims to assist the government in increasing the effectiveness of data and information management on a national and regional scale regarding the results of population registration and civil registration that are accurate, complete, and up-to-date. Purpose: This study aims to find out how far the Implementation of the Use of the Population Administration Information System in the KTP-el Issuance Service at the Population and Civil Registration Office of North Aceh Regency, the obstacles experienced by the SIAK System in the KTP-el issuance service, and what efforts were made in overcoming barriers to using the SIAK system in KTP-el services. Methods: This study uses a qualitative research design with a descriptive method and an inductive approach. Results/Findings: Supporting factors in the implementation of the Population Administration Information System (SIAK) policy in North Aceh District such as organizational size, clarity of functions, working relationships, clarity of direction, consistency, implementation, budget, facilities and infrastructure in implementing policies that are good and appropriate SOUP. While the inhibiting factors of the implementation of the Population Administration Information System (SIAK) policy in North Aceh Regency are such as the limited number of population and civil registration service employees in North Aceh district in Siak services, lack of employee competency, lack of socialization to the community and failure of Siak registration through online registration. Efforts are being made to improve the implementation of the Population Administration Information System (SIAK) policy in North Aceh District such as: conducting training, conducting outreach either directly or through social media, conducting evaluations of the online service system. Conclusion: the use of SIAK in the implementation of e-KTP issuance services has been going well, although there are still deficiencies, namely network disturbances in the SIAK system so that services stop, as well as limitations in service program innovation which results in services only being able to be carried out at the Service office. ABSTRAK Permasalahan/Latar Belakang(GAP): Sistem Informasi Administrasi Kependudukan (SIAK) merupakan sebuah aplikasi terpadu yang bertujuan untuk membantu pemerintah dalam meningkatkan efektivitas pengelolaan data dan informasi skala nasional dan daerah mengenai hasil pendaftaran penduduk dan pencatatan sipil yang akurat, lengkap, dan mutakhir. Tujuan: Penelitian ini bertujuan untuk mengetahui sejauh mana Implementasi Penggunaan Sistem Informasi Administrasi Kependudukan Dalam Pelayanan Penerbitan KTP-el di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Aceh Utara, kendala yang dialami Sistem SIAK dalam pelayanan penerbitan KTP-el, serta upaya apa saja yang dilakukan dalam mengatasi hambatan penggunaan Sistem SIAK dalam pelayanan KTP-el. Metode : Penelitian ini penulis menggunakan Desain Penelitian Kualitatif dengan Metode Deskriptif dan pendekatan Induktif. Hasil/Temuan : Faktor pendukung dalam implementasi kebijakan Sistem Informasi Administrasi Kependudukan (SIAK) Di Kabupaten Aceh Utara seperti besaran organisasi, kejelasan fungsi, hubungan kerja, kejelasan arahan, konsistensi, penerapan ,anggaran ,sarana dan prasarana dalam pelaksanaan kebijakan yang sudah baik dan sesuai SOP. Sedangkan faktor penghambat dari implementasi kebijakan Sistem Informasi Administrasi Kependudukan (SIAK) di Kabupaten Aceh Utara yaitu sebagai seperti terbatasnya pegawai dinas kependudukan dan pencatatan sipil kabupaten aceh utara dalam pelayanan siak, kurangnya kompetensi pegawai, kurangnya sosialisasi kepada masyarakat dan kegagalan pendaftaran siak melalui pendaftaran secara online .Upaya yang dilakukan untuk meningkatkan implementasi kebijakan Sistem Informasi Administrasi Kependudukan (SIAK) di Kabupaten Aceh Utara seperti : melakukan pelatihan, melakukan sosialisasi baik secara langsung atau melalui media sosial,melakukan evaluasi dari sistem pelayanan online. Kesimpulan: penggunaan SIAK dalam implementasi pelayanan penerbitan KTP-el sudah berjalan dengan baik, meskipun masih ada kekurangan yaitu mengenai gangguan jaringan pada sistem SIAK sehingga pelayanan terhenti, serta keterbatasan inovasi program pelayanan yang mengakibatkan pelayanan hanya bisa dilakukan di kantor Dinas. Kata Kunci: Implementasi, Sistem SIAK, KTP-el.
