Abstract
ABSTRACT Problems Statement/Background (GAP): The SEWUATI application is an innovation program created by the Pringsewu Regency Population and Civil Registration Service with the aim of facilitating the process of obtaining population administration. The implementation of the SEWUATI Application is carried out online. Purpose: This study aims to identify and analyze the implementation of the SEWUATI application in online birth certificate issuance, the factors that support and hinder the online birth certificate issuance, as well as the efforts made by the Department of Population and Civil Registration to improve quality and overcome obstacles in issuing birth certificates. Method: The method used in this study is a qualitative method with an inductive descriptive approach. This study uses qualitative data analysis techniques, namely by selecting data, presenting data, and drawing conclusions. Method: The research method used is descriptive qualitative research method. The process of collecting data using interview techniques, observation and documentation. The theory used in this thesis is the implementation theory put forward by Edward III. In this theory, implementation is measured through 4 (four) dimensions, namely communication, resources, disposition and bureaucratic structure. Results: Issuance of birth certificates online has been going well. If previously the issuance of birth certificates was only done at the service office, now it can be done online. Conclusion: The inhibiting factor for issuing birth certificates online is that there are still many people who are late in processing birth certificates and the lack of socialization regarding the use of the SEWUATI application so that the Pringsewu Regency Population and Civil Registration Service tries to create an additional program called 'Getuk Sewu' as well as providing more communication and outreach to public. ABSTRAK Pembimbing Skripsi : Dr. Djonny Pabisa, S.Pd, M.Pd Permasalahan/Latar Belakang (GAP): Aplikasi SEWUATI merupakan program inovasi yang dibuat oleh Dinas Kependudukan dan Pencatatan Sipil Kabupaten Pringsewu dengan tujuan untuk mempermudah proses pengurusan administrasi kependudukan. Implementasi dari Aplikasi SEWUATI ini dilaksanakan secara online. Tujuan: Penelitian ini bertujuan untuk mengetahui dan menganalisis implementasi Aplikasi SEWUATI yang dalam penerbitan akta kelahiran online, faktor yang mendukung dan menghambat dalam penerbitan akta kelahiran online, serta upaya yang dilakukan Dinas Kependudukan dan Pencatatan Sipil untuk meningkatkan kualitas dan mengatasi hambatan dalam penerbitan akta kelahiran. Metode: Metode penelitian yang digunakan adalah metode penelitian kualitatif deskriptif. Proses pengumpulan data menggunakan teknik wawancara, observasi dan dokumentasi. Teori yang digunakan dalam skripsi ini adalah teori pelaksanaan yang dikemukakan oleh Edward III. Dalam teori ini, pelaksanaan diukur melalui 4 (empat) dimensi yaitu komunikasi, sumber daya, disposisi dan struktur birokrasi.. Hasil/Temuan: Penerbitan akta kelahiran secara online telah berjalan dengan baik. Jika pada sebelumnya pelaksanaan penerbitan akta kelahiran hanya dilakukan di kantor pelayanan sekarang sudah bisa secara online. Kesimpulan: Faktor penghambat penerbitan akta kelahiran online ini yaitu masih banyak masyarakat yang terlambat dalam mengurus akta kelahiran serta kurangnya sosialisasi mengenai penggunaan aplikasi SEWUATI sehingga Dinas Kependudukan dan Pencatatan Sipil Kabupaten Pringsewu berupaya dengan membuat program tambahan bernama ‘Getuk Sewu’ serta memberbanyak komunikasi dan sosialisasi kepada masyarakat. Kata Kunci: Implementasi, Aplikasi Sewuatu, Akta Kelahiran.
