Abstract

ABSTRACK Problem Statement/Background (GAP): The Municipal Police is a very important element in the maintenance of public order and order, community protection, and enforcement of local regulations in creating an orderly, safe, and orderly community environment, especially regarding vagrants and beggars in the Lumajang Regency area. Purpose: This study aims to determine how effective the control of vagrants and beggars by the Lumajang Municipal Police of East Java Province, the obstacles experienced by the Lumajang Municipal Police, and how the Lumajang Municipal Police in overcoming the obstacles experienced. Method: The research method used is qualitative descriptive with data collection techniques in the form of interviews, observations, and documentation. In this study, Duncan's Theory of Effectiveness contained in Steers is used as a reference to analyze the effectiveness of the control of vagrants and beggars by the Lumajang Municipal Police, namely Goal Achievement, Integration, and Adaptation. Results: The results of this study show that the control of vagrants and beggars by the Lumajang Municipal Police is still ineffective, judging from the lack of ability to integrate programs with the community, lack of supporting facilities and infrastructure, lack of quantity and quality of human resources, and lack of employment opportunities that encourage people not to carry out vagrant and beggar activities. Conclusion: The control of vagrants and beggars by the Lumajang Municipal Police has not been effective due to lack of human resources, inadequate infrastructure, lack of quality and quantity of members of the Lumajang Municipal Police which makes the control process less comprehensive and understanding of local legal products by the community, as well as lack of employment opportunities that encourage people to carry out vagrant and beggar activities. ABSTRAK Permasalahan/Latar Belakang (GAP): Satuan Polisi Pamong Praja merupakan elemen yang sangat penting dalam penyelenggaraan ketenteraman dan ketertiban umum, perlindungan masyarakat, serta penegakan perda dalam menciptakan lingkungan masyarakat yang tertib, aman dan teratur khususnya mengenai gelandangan dan juga pengemis di wilayah Kabupaten Lumajang. Tujuan: Penelitian ini bertujuan untuk mengetahui bagaimana efektivitas penertiban gelandangan dan pengemis oleh Satuan Polisi Pamong Praja Kabupaten Lumajang Provinsi Jawa Timur, hambatan yang dialami oleh Satuan Polisi Pamong Praja Kabupaten Lumajang, serta bagaimana Satuan Polisi Pamong Praja Kabupaten Lumajang dalam mengatasi hambatan yang dialami. Metode: Metode penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data berupa wawancara, observasi, dan dokumentasi. Pada penelitian ini Teori Efektivitas oleh Duncan yang termuat di dalam Steers dijadikan acuan untuk menganalisis Efektivitas dari penertiban gelandangan dan pengemis oleh Satuan Polisi Pamong Praja Kabupaten Lumajang yaitu Pencapaian Tujuan, Integrasi, dan Adaptasi. Hasil/Temuan: Hasil dari penelitian ini menunjukkan bahwa penertiban gelandangan dan pengemis oleh Satuan Polisi Pamong Praja Kabupaten Lumajang masih belum efektif, dilihat dari kurangnya kemampuan mengintegrasikan program dengan masyarakat, kurangnya sarana dan prasarana yang mendukung, Kurangnya kuantitas dan kualitas sumber daya manusia, serta kurangnya lapangan pekerjaan yang mendorong masyarakat untuk tidak melakukan kegiatan gelandangan dan pengemis. Kesimpulan: Penertiban gelandangan dan pengemis oleh Satuan Polisi Pamong Praja Kabupaten Lumajang belum efektif dikarenakan kurangnya sumber daya manusia, sarana prasarana yang belum memadai, kurangnya kualitas dan kuantitas anggota Satuan Polisi Pamong Praja yang membuat proses penertiban kurang menyeluruh dan pemahaman terkait produk hukum daerah oleh masyarakat, serta kurangnya lapangan pekerjaan yang mendorong masyarakat untuk melakukan aktivitas gelandangan dan pengemis. Kata Kunci : Efektivitas, Penertiban, Gelandangan dan Pengemis, Satuan Polisi Pamong Praja.
