Abstract

ABSTRACT Problem Statement/Background (GAP): This script is entitled "Supervision of Permits for Sales of Alcoholic Beverages by the Departement of Industry, Trade, Cooperatives and SMEs in Jayapura City, Papua Province". In the province of Papua, alcoholic drinks are very much embedded in the lives of the people. This is because most people in Papua consider alcoholic beverages as a complement to a celebration party which is referred to as a culture of society that is difficult to get rid of and considers this to be normal. But in reality the culture or habit has more detrimental effects. Purpose: This study aims to get an overview of how the supervision is carried out by the Cooperative and SMEs Trade Industry Service on alcoholic beverages sales permits in Jayapura City and to find out what factors are inhibiting the supervision efforts carried out by the Jayapura City Cooperative Trade and SMEs Industry Office. Method: This research was conducted using a qualitative descriptive research method with an inductive approach that adapted Siagian's theory of supervision which examines supervision from 2 (two) dimensions, namely direct supervision and indirect supervision. In determining the informants of this study using a purposive sampling technique. Collecting data by means of interviews, observation, and documentation. Furthermore, for the data analysis technique applied is the process of data reduction, data presentation, and drawing conclusions. Result: The results of the study show that the Jayapura City Office of Industry, Trade, Cooperatives and SMEs has not carried out supervision properly or has not been effective. Obstacles encountered in efforts to control the sale of alcoholic beverages include the lack of socialization regarding regional regulations governing alcoholic beverages in Jayapura City, human resources as supervisors at the Jayapura City Office of Trade, Cooperatives and SMEs, and intervention from other parties. external. Conclusion: Supervision carried out by the Jayapura City Cooperatives and SMEs Trade and Industry Office on the permits to sell alcoholic beverages in Jayapura City has not been effective because there are still shops whose business licenses for trading alcoholic beverages have not been renewed before and have passed the validity period of the letter, namely 1 (one) year validity period. The supervision carried out by the Jayapura City Cooperatives and SMEs Office of Industry and Trade has not been effective in reducing the sales of alcoholic beverages in Jayapura City. ABSTRAK Permasalahan/Latar Belakang (GAP): Skripsi ini berjudul “Pengawasan Izin Penjualan Minuman Beralkohol Oleh Dinas Perindustrian Perdagangan Koperasi dan UKM Di Kota Jayapura Provinsi Papua”. Di daerah Provinsi Papua minuman berakohol sangat melekat di kehidupan masyarakatnya. Hal ini dikarenakan sebagian besar masyarakat di Papua menganggap adanya minuman beralkohol sebagai pelengkap dalam sebuah pesta perayaan yang mana disebut sebagai budaya masyarakat yang sulit dihilangkan dan menganggap hal tersebut sebagai hal yang biasa. Namun kenyataannya budaya atau kebisaaan tersebut lebih banyak menimbulkan dampak yang merugikan. Tujuan: Penelitian ini bertujuan untuk mendapatkan gambaran mengenai bagaimana pengawasan yang dilakukan oleh Dinas Perindustrian Perdagangan Koperasi dan UKM terhadap izin penjualan minuman beralkohol di Kota Jayapura serta mengetahui faktor-faktor apa saja yang menjadi penghambat dalam upaya pengawasan yang dilakukan oleh Dinas Perindustrian Perdagangan Koperasi dan UKM Kota Jayapura. Metode: Penelitian ini dilakukan dengan menggunakan metode penelitian deskriptif kualitatif dengan pendekatan induktif yang mengadaptasikan teori pengawasan Siagian yang mengkaji pengawasan dari 2 (dua) dimensi yaitu pengawasan langsung dan pengawasan tidak langsung. Dalam penetapan informan penelitian ini menggunakan teknik purposive sampling. Pengumpulan data dengan cara wawancara, observasi, dan dokumentasi. Selanjutnya, untuk teknik analisis data yang diterapkan ialah proses reduksi data, penyajian data, dan penarikan kesimpulan. Hasil/Temuan: Hasil penelitian menunjukkan bahwa Dinas Perindustrian Perdagangan Koperasi dan UKM Kota Jayapura dikatakan belum melaksanakan pengawasan dengan baik atau belum efektif. Hambatan-hambatan yang ditemui dalam upaya pengawasan izin penjualan minuman beralkohol antara lain kurangnya sosialisasi terkait dengan peraturan daerah yang mengatur tentang minuman beralkohol di Kota Jayapura, sumber daya manusia sebagai tenaga pengawas pada Dinas Perindustrian Perdagangan Koperasi dan UKM Kota Jayapura, dan adanya intervensi dari pihak eksternal. Kesimpulan: Pengawasan yang dilakukan oleh Dinas Perindustrian Perdagangan Koperasi dan UKM Kota Jayapura terhadap izin penjualan minuman beralkohol di Kota Jayapura ini berjalan belum efektif dikarenakan masih terdapat toko-toko yang sebelumnya terdaftar surat izin usaha pedagangan minuman beralkoholnya belum memperpanjang dan teIah melewati masa berlaku suratnya yaitu 1 (satu) tahun masa berlakunya. Pengawasan yang dilakukan Dinas Perindustrian Perdagangan Koperasi dan UKM Kota Jayapura tersebut belum efektif untuk menekan angka penjualan minuman beralkohol di Kota Jayapura.
