Abstract

ABSTRACT Problems/Background (GAP): Beginner voters in participating politically in elections in Serang Regency have not met the expectations of the regional general election commission, so that novice voters need the role of the regional general election commission in implementing political socialization programs. Purpose: the purpose of this research is to describe and analyze the role of the regional general election commission in the implementation of political outreach programs for first-time voters, the supporting factors and inhibiting factors as well as the efforts made to overcome the inhibiting factors. Methods: this study This study used a descriptive-qualitative method with an inductive approach. Results/Findings: research shows that in general the role of the General Election Commission of Serang Regency in carrying out political outreach for first-time voters in preparation for the presidential and regional head elections in 2024/2025 has been carried out. Namely through the implementation of outreach to schools as well as through social media and local radio. However, there are still many shortcomings, such as the lack of socialization for all existing schools. Based on the results of the preparation, special attention is needed from the General Election Commission for first-time voters to provide political outreach related to the upcoming Presidential Election so that first-time voters can participate properly and produce quality presidential elections. Conclusion: the role of the regional General Election Commission in implementing the political outreach program for first-time voters in Serang District, Banten Province is optimal, although if analyzed using the theory of the Role of Horoepoetri Arimbi and Santosa, there are still deficiencies in several dimensions. Keywords: Election Commission, role, beginner voters, socialization ABSTRAK Permasalahan/Latar Belakang(GAP): Pemilih pemula dalam berpartispasi politik pada pemilu di Kabupaten Serang belum memenuhi harapan komisi pemilihan umum daerah,sehingga pemilih pemula memerlukan peran komisi pemilihan umum daerah dalam pelaksanaan program sosialisasi politik.Tujuan: tujuan penelitian ini adalah untuk mendeskripsikan dan menganalisis peran komisi pemilihan umum daerah dalam pelaksanaan program sosialisasi politik bagi pemilih pemula,faktor pendukung dan faktor penghambat serta upaya yang dilakukan untuk mengatasi faktor penghambat.Metode : penelitian ini Penelitian ini menggunakan metode Deskriptif Kualitatif dengan pendekatan Induktif. Hasil/Temuan : penelitian menunjukkan bahwa secara umum peran Komisi Pemilihan Umum Kabupaten Serang dalam melaksanakan sosialisasi politik bagi pemilih pemula untuk persiapan pemilihan umum presiden dan kepala daerah pada tahun 2024/2025 telah dilaksanakan. Yaitu lewat pelaksanaan sosialisasi ke sekolah maupun melalui media sosial dan radio lokal. Namun masih banyak kekurangan seperti belum terlaksananya sosialisasi bagi seluruh sekolah yang ada. Berdasarkan hasil penyusunan tersebut, perlu ada perhatian khusus dari Komisi Pemilihan Umum kepada para pemilih pemula untuk memberikan sosialisasi politik terkait dengan Pemilihan Presiden yang akan datang agar pemilih pemula dapat berpartisipasi secara benar dan menghasilkan Pilpres yang berkualitas.Kesimpulan: peran Komisi Pemilihan Umum daerah dalam pelaksanaan program sosialisasi politik bagi pemilih pemula di Kabupaten Serang Provinsi Banten sudah terbilang optimal walaupun jika dianalisis menggunakan teori Peran Horoepoetri Arimbi dan Santosa masih terdapat kekurangan pada beberapa dimensi .
