Abstract

ABSTRAK Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis faktor pendukung dan penghambat serta upaya untuk mengoptimalkan Implementasi Program Sembako di Kabupaten Sragen. Penelitian ini menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data menggunakan wawancara, observasi, dan dokumentasi. Analisis data yang digunakan adalah kondensasi data, penyajian data, dan penarikan kesimpulan/verifikasi. Hasil penelitian menunjukkan bahwa faktor pendukung Implementasi Program Sembako yaitu adanya pembentukan organisasi baru berupa tim koordinasi bantuan sosial pangan disertai dengan penambahan tugas yang jelas dalam pelaksanaan Program Sembako, ketepatan jumlah dana Program Sembako untuk KPM, kesesuaian mekanisme penyaluran Program Sembako, dan ketersediaan dan ketetapan penggunaan infrastruktur teknologi dalam Penyaluran Program Sembako. Faktor penghambat yang meliputi masih terdapat kesulitan mengawasi belanja Program Sembako oleh pelaksana Program Sembako, kurang sosialisasi bagi pelaksana Program Sembako, kurang update data KPM Program Sembako, dan kurang koordinasi penyaluran bantuan Program Sembako antara pusat dengan daerah. Upaya untuk mengoptimalkan Implementasi Program Sembako di Kabupaten Sragen dilakukan pengadaan rapat koordinasi pelaksana Program Sembako se-Kabupaten Sragen secara berkala, pendataan KPM Program Sembako yang lebih akurat dan pemberian edukasi dan sosialisasi terkait pelaksanaan Program Sembako kepada KPM. Kata Kunci: Kebijakan Publik, Implementasi Kebijakan, Program Sembako ABSTRACT This study aims to describe and analyze the supporting and inhibiting factors as well as efforts to optimize the implementation of the Sembako Program (Staple Food) in Sragen Regency. This study uses a descriptive qualitative method with data collection techniques using interviews, observation, and documentation. Data analysis used is data condensation, data display, and conclusion drawing/verification. The results showed that the supporting factors for the Implementation of the Sembako Program were the formation of a new organization in the form of a food social assistance coordinating team accompanied by the addition of clear tasks in implementing the Sembako Program, the accuracy of the amount of the Sembako Program funds for KPM, the suitability of the Sembako Program distribution mechanism, and the availability and determination of use technological infrastructure in the Distribution of the Sembako Programs. Inhibiting factors include the difficulty in monitoring the spending of the Sembako Program by the Implementers of the Sembako Program, the lack of socialization for the Implementers of the Sembako Program, the lack of updating KPM data for the Sembako Program, and the lack of coordination in the distribution of the Sembako Program assistance between the center and the regions. Efforts to optimize the Implementation of the Sembako Program in Sragen Regency are carried out by periodically holding coordination meetings for implementing the Sembako Program in Sragen Regency, more accurate data collection of the KPM of the Sembako Program and providing education and socialization related to the implementation of the Sembako Program to KPM.
