Abstract

ABSTRACT Problem Statement/Background (GAP): The Complete Systematic Land Registration Program (PTSL) is a government program in the land sector by accelerating land registration simultaneously for the first time throughout Indonesia so that it is the first step in overcoming various problems that can arise given the urgency for land which continues to increase as the population increases. resident. Purpose: This study was conducted which aimed to find out the implementation of a complete systematic land registration policy implemented in East Flores Regency in order to provide legal certainty for land rights. Method: The method used in this study is descriptive qualitative method with an inductive approach. In collecting data, the writer uses interview, observation, and documentation techniques. The data analysis technique used in this study is in the form of data reduction, data presentation, and drawing conclusions. Result: The implementation of the PTSL policy in East Flores Regency in order to provide legal certainty for land rights has generally been well implemented when viewed from the factors of communication, resources, disposition and bureaucratic structure. However, it cannot be denied that in practice the Land Office still encounters various obstacles such as the low level of public education, the absence of land boundary signs, land owners who are not at the place where PTSL is implemented, the applicant's inability to complete administrative requirements, and the geographical condition of Flores Regency. East. Conclusion: The obstacles that occur are generally obstacles that come from external factors at the East Flores Regency Land Office, so that the Office must expend more effort so that it can overcome these obstacles that come from outside. Therefore, the authors suggest that the East Flores District Land Office should be able to take a more intense approach to the community, and be able to coordinate with the local government of East Flores Regency in the context of funding from the East Flores Regency APBD regarding the PTSL policy. Thus the existing obstacles can be minimized. Keywords: Implementation, Program, Complete Systematic Land Registration Policy (PTSL), Land ABSTRAK Permasalahan/Latar Belakang: Program Pendaftaran Tanah Sistematis Lengkap (PTSL) merupakan suatu program pemerintah di bidang pertanahan dengan dilakukan percepatan pendaftaran tanah secara serentak untuk pertama kalinya di seluruh Indonesia sehingga yang menjadi langkah awal dalam mengatasi berbagai masalah yang dapat ditimbulkan mengingat urgensi akan tanah yang terus meningkat seiring bertambahnya populasi penduduk. Tujuan: Penelitian ini bertujuan untuk mengetahui implementasi dari program pendaftaran tanah sistematis lengkap yang dilaksanakan di Kabupaten Flores Timur dalam rangka memberikan kepastian hukum hak atas tanah. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan induktif. Dalam pengumpulan data, penulis menggunakan teknik wawancara, observasi, dan dokumentasi. Teknik analisis data yang digunakan dalam penelitian ini yaitu berupa reduksi data, penyajian data, dan penarikan kesimpulan. Hasil/ Temuan: Implementasi program PTSL dalam rangka memberikan kepastian hukum hak atas tanah di Kabupaten Flores Timur masih menemukan berbagai hambatan seperti tingkat pendidikan masyarakat yang masih rendah, belum terpasangnya tanda batas tanah, pemilik tanah yang tidak berada di tempat pelaksanaan PTSL, ketidakmampuan pemohon untuk melengkapi persyaratan administrasi, dan keadaan geografis Kabupaten Flores Timur. Kesimpulan: Hambatan-hambatan yang terjadi pada umumnya merupakan hambatan yang berasal dari faktor eksternal Kantor Pertanahan Kabupaten Flores Timur. Oleh karena itu, penulis menyarankan agar Kantor Pertanahan Kabupaten Flores Timur sebaiknya dapat melakukan pendekatan yang lebih intens kepada masyarakat, dan dapat berkoordinasi dengan pemerintah daerah Kabupaten Flores Timur dalam rangka pembiayaan oleh APBD Kabupaten Flores Timur terkait program PTSL. Dengan demikian hambatan-hambatan yang ada dapat diminimalisir. Kata Kunci: Implementasi, Program, Pendaftaran Tanah Sistematis Lengkap (PTSL), Pertanahan.
