Abstract

ABSTRACT Problem/Backgorund (GAP): This research focuses on the low reporting of death events and the issuance of death certificates at the Population and Civil Registration Office of Poso Regency. Purpose: This study aims to find out how the implementation of the issuance of death certificates through the PONDOK PADUKA RAJA program at the Population and Civil Registration Office of Poso Regency. Where the initial enactment was as an effort to answer various complaints from the public. Method: The research method used is descriptive qualitative research method with an inductive approach, for the collection techniques used are interviews, observation and documentation. The data analysis technique used is data reduction, data presentation, and conclusion and verification. Result: Based on research conducted by the author, the implementation of the issuance of death certificates through the PONDOK PADUKA RAJA program has been carried out but has not run optimally because there are still some obstacles.. Conclusion: The inhibiting factors are that not all people know about the PONDOK PADUKA RAJA program, people are not aware of the importance of population documents, especially death certificates, not all people understand technology, system errors or server down and reporting times are not on time. Based on the results of the research, the authors suggest that the Poso District Population and Civil Registry Service carry out regular socialization and expand outreach to villages regarding the importance of death certificates, socialize the PONDOK PADUKA RAJA program through both print and social media, provide training on technology so that the community not stuttering technology, then conducting field reviews and cooperating with other parties to improve the server. Keywords: Implementation, Death Certificate, PONDOK PADUKA RAJA Program 2 ABSTRAK Permasalahan/Latar Belakang: Penelitian ini berfokus pada rendahnya pelaporan peristiwa kematian serta penerbitan akta kematian di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Poso. Tujuan: Penelitian ini bertujuan untuk mengetahui bagaimana Pelaksanaan penerbitan akta kematian melalui program PONDOK PADUKA RAJA di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Poso. Dimana awal mula diberlakukannya sebagai upaya menjawab berbagai keluhan dari masyarakat. Metode: Metode penelitian yang digunakan adalah metode penelitian kualitatif deskriptif dengan pendekatan induktif, untuk teknik pengumpulan yang digunakan yaitu wawancara, observasi dan dokumentasi. Teknik analisis data yang digunakan yaitu reduksi data, penyajian data, dan penarikan kesimpulan dan verifikasi. Hasil/Temuan: Berdasarkan penelitian yang dilakukan penulis, pelaksanaan penerbitan akta kematian melalui program PONDOK PADUKA RAJA ini sudah dilaksanakan namun belum berjalan secara maksimal karena masih ditemukan beberapa hambatan. Kesimpulan: Faktor hambatan yang ada yaitu seperti belum semua masyarakat mengetahui mengenai program PONDOK PADUKA RAJA, masyarakat belum sadar mengenai pentingnya dokumen kependudukan terutama akta kematian, belum seluruh masyarakat paham mengenai teknologi, kesalahan sistem atau server down dan waktu pelaporan tidak tepat waktu. Berdasarkan hasil penelitian, penulis menyarankan agar Dinas Kependudukan dan Pencatatan Sipil Kabupaten Poso untuk melakukan sosialisasi secara berkala dan memperluas jangkauan sampe ke desa mengenai pentingnya akta kematian, mensosialisasikan program PONDOK PADUKA RAJA lewat media baik cetak maupun lewat media sosial, memberikan pembekalan mengenai teknologi agar masyarakat tidak gagap teknologi, kemudian melakukan tinjauan lapangan dan melakukan kerjasama dengan pihak lain untuk memperbaiki server.
