Abstract
Problems/Background(GAP):The problem of street children is a social problem that often occurs where the community feels that their existence is not liked. The increasing problem of street children is caused by the increasing number of poor people. The Polewali Mandar Regency Government has made efforts in this case the street children development program. this research is to describe the implementation of programs for dealing with street children and to find out the factors that influence programs for dealing with street children. The theory used is the theory of Implementation Purwanto and Sulistyastuti. Method:Purpose:The research method used in this study is a qualitative descriptive method. Data collection techniques used in this study were observation, interviews and documentation. Data analysis techniques start from data reduction, data presentation and drawing conclusions. Results/Findings:The results of the research show that the policy input has not been fulfilled that how is the availability of the budget by the Polman Regency Social Service regarding programs for handling street children which include program development, facilities and infrastructure. The accuracy of the instrument, the Polman District Social Service has conducted skills training for street children three times, namely workshop training, sewing training and mental coaching. The capacity of the implementer found that the information data source for neglected children at Polman, especially LKSA Husnul Khatimah, had data bias. The characteristics and support of the target group, that the form of coordination and communication is centered on the Social Service as a facilitator, implementer and supervisor of neglected children policies, then under it is the Husnul Khatimah Foundation. Conclusion: The results of this study are that the quality of the policy is not clear because there are no regional regulations governing street children, therefore it is necessary to make more specific regulations regarding the program for dealing with street children by the Polewali Mandar District Social Service. Keywords: Implementation, Program, Street Children Permasalahan/Latar Belakang: Permasalahan anak jalanan merupakan masalah sosial yang sering terjadi dimana keberadaannya dirasakan kurang disenangi oleh masyarakat. Meningkatnya permasalahan anak jalanan diakibatkan oleh jumlah penduduk miskin yang mengalami peningkatan. Pemerintah Kabupaten Polewali Mandar telah melakukan upaya dalam hal ini program pembinaan anak jalanan. Tujuan: penelitian ini untuk men deskripsikan tentang implementasi program penanganan anak jalanan serta menemukan faktor faktor yang mempengaruhi program penanganan anak jalanan. Teori yang digunakan adalah teori Implementasi Purwanto dan Sulistyastuti. Metode: yang dig Metode penelitian unakan dalam penelitian ini adalah metode deskriptif kualitatif. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah observasi, wawancara dan dokumentasi. Teknik analisis data dimulai dari reduksi data, penyajian data dan penarikan kesimpula n. menunjukkan belum terpenuhinya Hasil/Temuan: input kebijakan bahwa bagaimana ketersediaan anggaran oleh Dinas Sosial Kabupaten Polman menyangkut program penanganan anak jalanan yang meliputi pembinaan program, sarana dan prasarana. Ketepatan instrument, Dinas Sosial Kabupaten Polman sudah melakukan pelatihan keterampilan untuk anak jalanan sebanyak tiga kali yaitu pelatihan bengkel, pelatihan menjahit dan pembinaan mental. Kapasitas implementor ditemukan fakta bahwa sumber data informasi anak terlantar di Polman khususnya LKSA Husnul Khatimah terdapat bias data. Karakteristik dan dukungan kelompok sasaran, bahwa bentuk koordinasi dan komunikasi berpusat pada Dinas Sosial sebagai fasilitator, pelaksana dan pengawas kebijakan anak terlantar dibawahnya ada Yayasan Husnul Khatimah. Kesimpulan: Hasil penelitian , kemudian Hasil dari penelitian ini yaitu kualitas kebijakan belum jelas karena tidak ada aturan daerah yan g mengatur tentang anak jalanan oleh karena itu perlu dibuat peraturan yang lebih spesifik terha dap program penanganan anak jalanan oleh Dinas Sosial Kabupaten Polewali Mandar.
