Abstract

ABSTRACK Problem Statement/Background (GAP): The Sukoharjo Regency Online Licensing System (SPION) is a website-based information system innovation that serves to accelerate licensing services at the Investment Office and One-Stop Integrated Services of Sukoharjo Regency. This SPION website is one of the efforts of the Regional Government of Sukoharjo Regency which aims to improve the quality of service and accelerate licensing services for the general public and businesspeople who need non-business licenses online. Purpose: The purpose of this study is to find out how the implementation of the Online Licensing System (SPION) in its implementation by the Investment Office and One-Stop Integrated Services of Sukoharjo Regency. Method: The research method conducted by the author is qualitative descriptive research with an inductive approach. The data collection techniques used in this study were observation, interviews, and documentation. Data analysis techniques start from data reduction, data presentation, and conclusions. In this research, the author uses Jeane Ross, et al's theory of Information Technology with 3 (three) dimensions, namely Human Resources, Technology Systems, Relationships. The results of the analysis in the Sukoharjo Regency Online Licensing System (SPION) research are less effective. Results: The results show that the implementation of licensing services through the Online Licensing System Application (SPION) has been implemented with various advantages and disadvantages. The Human Resources dimension shows that the implementation of SPION is equipped with employees who have accumulated quality, good task management, but the number of employees is lacking, and there are no employees who can manage SPION optimally. The Technology System dimension for service continuity has been running well but for upgrading to the next level it still shows the shortcomings of the Application foundation as well as budget support, and infrastructure. The Relation Dimension shows that licensing services have had a positive impact both on the Sukoharjo Regency government, as well as on the people of Sukoharjo Regency. Conclusion: based on the 3 Dimensions used as parameters in the successful application of Information Technology in this case is the application of SPION in DPMPTSP Sukoharjo Regency, it was found that the Human Resources Dimension was considered not optimal, and the Technology System Dimension was considered not optimal so that it can be concluded that the application of SPION in DPMPTSP Sukoharjo Regency was considered not optimal. Keywords: application, information technology, SPION ABSTRAK Permasalahan/Latar Belakang (GAP): Sistem Perizinan Online (SPION) Kabupaten Sukoharjo merupakan inovasi sistem informasi berbasis website yang berfungsi untuk mempercepat pelayaan perizinan di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Sukoharjo. Website SPION ini merupakan salah satu upaya Pemerintah Daerah Kabupaten Sukoharjo yang bertujuan meningkatkan kualitas pelayanan dan percepatan pelayanan perizinan bagi masyarakat secara umum maupun pelaku bisnis yang membutuhkan perizinan non berusaha secara online. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui bagaimana penerapan Sistem Perizinan Online (SPION) dalam pelaksanaannya oleh Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Sukoharjo. Metode: Metode penelitian yang dilakukan penulis adalah penelitian deskriptif kualitatif dengan pendekatan induktif. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah observasi, wawancara, dan dokumentasi. Teknik analisis data dimulai dari reduksi data, penyajian data, dan penarikan kesimpulan. Pada penelitan ini penulis menggunakan teori Jeane Ross,dkk tentang Teknologi Informasi dengan 3 (tiga) dimensi yaitu Sumber Daya Manusia, Sistem Teknologi, Relasi. Hasil analisis dalam penelitian Sistem Perizinan Online (SPION) Kabupaten Sukoharjo kurang berjalan efektif. Hasil/Temuan: Hasil Penelitian memperlihatkan bahwa penerapan pelayanan perizinan melalui Aplikasi Sistem Perizinan Online (SPION) telah dilaksanakan dengan berbagai kelebihan dan kekurangan. Dimensi Sumber Daya Manusia memperlihatkan bahwa penerapan SPION dibekali dengan pegawai yang memiliki kualitas memumpuni, manajemen tugas yang baik, namun jumlah pegawai yang kurang, serta belum adanya pegawai yang dapat mengelola SPION dengan maksimal. Dimensi Sistem Teknologi untuk keberlangsungan pelayanan sudah berjalan dengan baik namun untuk peningkatan ke level berikutnya masih memperlihatkan kekurangan dari pondasi Aplikasi serta dukungan anggaran, dan infrastruktur. Dimensi Relasi memperlihatkan bahwa pelayanan perizinan telah memberikan dampak yang positif baik untuk pemerintahan Kabupaten Sukoharjo, maupun kepada masyarakat Kabupaten Sukoharjo. Kesimpulan: berdasarkan 3 Dimensi yang digunakan sebagai paramater dalam kesuksesan penerapan Teknologi Informasi dalam hal ini adalah penerapan SPION di DPMPTSP Kabupaten Sukoharjo, ditemukan bahwa dalam Dimensi Sumber Daya Manusia dinilai belum maksimal dan Dimensi Sistem Teknologi dinilai belum maksimal sehingga dapat ditarik kesimpulan bahwa penerapan SPION di DPMPTSP Kabupaten Sukoharjo dinilai belum maksimal.
