Abstract

ABSTRACT Problems/Background (GAP): In realizing excellent service and in accordance with the objectives of PATEN, it is hoped that it will be able to have a significant impact on improving services in various aspects which include in terms of service, human resources, physical, process aspects and availability of information. Therefore the authors are interested in seeing a special dimension, which is related to the effectiveness of the implementation of the existing District Integrated Administrative Services. Purpose: The aim of this research is to analyze how the effectiveness of sub-district integrated administrative services (PATEN) in increasing community satisfaction in Medan Johor sub-district, Medan City. Method : This research method uses a descriptive research method with an inductive approach which has been considered suitable for use in the preparation of this study. This is based on facts found in the field regarding the effectiveness of the District Integrated Administrative Services (PATEN) program as outlined in an explanation in the form of basic words and then the research was carried out. In presenting an overview in the form of facts found in the field, of course the use of qualitative descriptive research methods can convey the intent of the researcher in more detail and clearly. Results/Findings: The results of this study indicate that the form of public services implemented in the Medan Johor sub-district through the PATEN program or sub-district integrated administrative services has been effective and efficient. This program is a form of public service innovation issued through several central and regional government regulatory policies. As for the legalistic basis of the Mayor of Medan Regulation Number 53 of 2018 Concerning Details of the Duties and Functions of the District and Kelurahan. Conclusion: The form of public service that is carried out in the Medan Johor sub-district is through the PATEN program or sub-district integrated administrative services. This program is a form of public service innovation issued through several central and regional government regulatory policies. Based on the results of the author's interviews with 12 informants who have links with Medan Johor District, Medan City, it can be concluded that the implementation of PATEN services in Medan Johor District, Medan City has been going well, although it has not been free from several challenges, but officials and staff of Medan Johor District, Medan City are able to deal with it Keywords: Effectiveness, PATEN, District ABSTRAK Latar Belakang : Dalam mewujudkan pelayanan yang prima dan sesuai dengan tujuan dari PATEN, maka diharapkan mampu memberikan dampak peningkatan pelayanan yang cukup signifikan di berbaai aspek yang meliputi dari segi pelayanan, sumber daya manusia, fisik, segi proses dan ketersediaan informs. Oleh karena itu penulis tertarik untuk melihat suatu dimensi khusus, yaitu terkait degan keefektivitasan pelaksanaan Pelayanan Administrasi Terpadu Kecamatan yang ada. Tujuan : Tujuan dari penelitian ini adalah untuk menganalisis bagaimana efektivitas pelayanan administrasi terpadu kecamatan (PATEN) dalam meningkatkan kepuasan masyarakat di kecamatan Medan Johor Kota Medan. Metode : Metode penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan induktif yang telah dianggap selaras untuk digunakan dalam penyusunan penelitian ini. Hal ini berdasarkan fakta-fakta yang ditemukan di lapangan mengenai efektivitas program Pelayanan Administrasi Terpadu Kecamatan (PATEN) yang dituangkan dalam penjelasan berbentuk kata-kata dasar kemudian Penelitian dilakukan. Dalam penyajian gambaran berupa fakta yang terdapat di lapangan, tentunya penggunaan metode penelitian deskriptif kualitatif dapat menyampaikan maksud dari peneliti dengan lebih detail dan jelas peneliti berusaha untuk mendapatkan fakta-fakta yang terdapat di lapangan dan menuangkannya secara sistematis, actual, dan akurat. Hasil/Temuan: Hasil penelitian ini menunjukkan bahwa bentuk pelayanan publik yang dijalankan di kecamatan Medan Johor melalui program PATEN atau pelayanan administrasi terpadu kecamatan sudah efektif dan efisien. Program ini merupakan salah satu bentuk inovasi dari pelayanan publik yang dikeluarkan melalui beberapa kebijakan peraturan pemerintah pusat dan daerah. Adapun landasan legalistik dari Peraturan Walikota Medan Nomor 53 Tahun 2018 Tentang Rincian Tugas dan Fungsi Kecamatan dan Kelurahan. Kesimpulan : Bentuk pelayanan publik yang dijalankan di kecamatan Medan Johor melalui program PATEN atau pelayanan administrasi terpadu kecamatan. Program ini merupakan salah satu bentuk inovasi dari pelayanan publik yang dikeluarkan melalui beberapa kebijakan peraturan pemerintah pusat dan daerah. Berdasarkan hasil wawancara penulis kepada 12 informan yang memiliki keterkaitan dengan Kecamatan Medan Johor Kota Medan, dapat disimpulkan bahwa pelaksanaan pelayanan PATEN di Kecamatan Medan Johor Kota Medan sudah berlangsung baik walaupun tidak lepas dari beberapa tantangan, namun para pejabat dan staff Kecamatan Medan Johor Kota Medan mampu menanggulanginya.
