Abstract
ABSTRACT Problems/Background (GAP: The author focuses on organizational changes that affect the performance of ASN in the Bangka Belitung Archipelago Regional Financial Institution. Purpose: The purpose of this study was to determine the impact of organizational change on ASN performance, the obstacles faced by the State Civil Apparatus in organizational change, and appropriate efforts to overcome the inhibiting factors of organizational change in BAKUDA of the Bangka Belitung Islands Province. In this study, researchers used Robbins' (2006) theory of organizational change, namely structure, technology, physical arrangement, and employees, and Mangkunegara's theory of performance (2009), namely quality, quantity, implementation of tasks and responsibilities. Method: This research uses a method using a qualitative approach with descriptive qualitative research methods. Meanwhile, the data collection techniques used were structured interviews, participatory observation, and documentation. Technical analysis of data through data reduction, presentation, and drawing conclusions. Results/Finding: ASN performance at BAKUDA Bangka Belitung Islands Province is still not optimal in LAKIP. There are still some deficiencies and obstacles that affect ASN performance, which include individual employee factors, teamwork, system and contextual factors. Conclusion: Based on the research that has been done, it can be concluded that organizational changes affect the performance of the State Civil Apparatus, however, several obstacles can still be overcome and faced by employees at the Bangka Belitung Islands Regional Financial Institution. Keyword: Organizational Changes, Performance Reports, ASN Performance ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada perubahan organisasi yang berpengaruh terhadap kinerja ASN di Badan Keuangan Daerah Provinsi Kepulauan Bangka Belitung. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui dampak perubahan organisasi terhadap kinerja ASN, kendala yang dihadapi Aparatur Sipil Negara dalam perubahan organisasi dan upaya yang tepat untuk mengatasi faktor penghambat perubahan organisasi di BAKUDA Provinsi Kepulauan Bangka Belitung. Dalam penelitian ini peneliti menggunakan teori perubahan organisasi Robbins ( 2006) yaitu struktur, teknologi, penataan fisik, dan pegawai dan teori Kinerja Mangkunegara (2009) yaitu kualitas, kuantitas, pelaksanaan tugas dan tanggung jawab. Metode: Penelitian ini menggunakan metode menggunakan pendekatan kualitatif dengan metode penelitian kualitatif deskriptif. Sementara itu teknik pengumpulan data yang digunakan ialah wawancara terstruktur, observasi partisipasi dan dokumentasi. Teknis analisis data melalui reduksi data, penyajian dan penarikan kesimpulan. Hasil/Temuan: kinerja ASN di BAKUDA Provinsi Kepulauan Bangka Belitung masih belum maksimal dalam LAKIP. Masih ditemukan beberapa kekurangan maupun hambatan yang mempengaruhi kinerja ASN yaitu meliputi faktor individu pegawai, kerja tim, faktor sistem dan kontekstual. Kesimpulan: Berdasarkan penelitian yang sudah dilakukan dapat disimpulkan bahwa perubahan organisasi mempengaruhi kinerja Aparatur Sipil Negara akan tetapi beberapa kendala yang masih bisa diatasi dan dihadapi oleh pegawai di Badan Keuangan Daerah Provinsi Kepulauan Bangka Belitung.
