Abstract
ABSTRACT Problem Statement/Background (GAP): Electronic-Based Services is an activity carried out by the government in providing services to the public on an electronic basis, as well as knowing how the level of service quality (e-government) is in accordance with applicable laws and regulations (contained in Presidential Regulation Number 95 of 2018 concerning the Electronic Electronic Based Government). The implementation of electronic-based services aims to create clean, effective, efficient, transparent and accountable governance as well as to create quality and reliable public services. Purpose: this research is intended to obtain a description of the performance of the state civil apparatus in implementing SPBE within the West Bandung Regency BKPSDM, then to find out what are the inhibiting factors and the efforts made to overcome these inhibiting factors. Method: This research uses a qualitative descriptive method with an inductive approach. Data collection techniques were carried out by interviews, observation and documentation. Data analysis techniques were obtained through data reduction, data presentation, verification and drawing conclusions. Research uses performance theory according to Sembiring (2017: 98) with 5 (five) dimensions, namely: productivity; service quality; responsiveness; responsibility and accountability. Result: The performance of the state civil apparatus within the scope of West Bandung Regency BKPSDM cannot actually be said to be good. The efforts carried out by the West Bandung Regency BKPSDM will not be separated from the many obstacles or obstacles it faces, namely: limited apparatus resources; the implementation of an electronic-based government system that has not been maximized; and inadequate infrastructure. Conclusion: To overcome these obstacles, the efforts that can be made by the West Bandung District BKPSDM to streamline the performance of existing state civil servants in implementing an electronic-based government system, namely: increasing the qualifications and competence of employees in the field of information technology; carry out culture and habituation in the application of SPBE in various aspects of work for all employees; and improving facilities and infrastructure that support the implementation of an electronic-based government system.
