Abstract

ABSTRACT Problem Statement/Backgroynd (GAP): The problem of land abuse is still common in many areas. Examples of cases that often occur are the use of government land by the community and erecting buildings without having a clear permit. Regional Regulation of Tulang Bawang Regency No. 2 of 2018 is a policy product made by the Regional Government of Tulang Bawang Regency. This regulation regulates public order and community tranquility, which includes the orderly use of land and buildings so that orderly use of land and buildings is carried out in accordance with the law. The authorized organizer of the regulation is the Tulang Bawang Regency Pamong Praja Police Unit. Purpose: Determine the extent of the implementation of Tulang Bawang Regency Regional Regulation No. 2 of 2018 concerning Public Order and Community Peace Strategies in Tulang Bawang Regency. Methods: This research uses qualitative methods and uses data collection techniques consisting of observation, interviews and documentation. Result: The results showed that the Tulang Bawang Regency Pamong Praja Police Unit had implemented the Regional Regulation in accordance with existing procedural standards but was not optimal. There are still many regional points that have not been orderly land and buildings and followed up by the local government. Therefore, the Regional Government must pay more attention to the Pamong Praja Police Unit so that the implementation of the task of enforcing Regional Regulations can be more optimal so that public order and public peace are realized in Tulang Bawang Regency. Conclusion: Based on the result of research that has been done, the researcher concludes that the Pamong Praja Police Unit participates in carrying out illegal building surveillance in Tulang Bawang Regency in assisting the Regional Government in enforcing applicable Regional Regulations. Keywords: Role of the Civil Service Police Unit, Control ABSTRAK Permasalahan/Latar Belakang (GAP): Permasalahan penyalahgunaan lahan masih sering terjadi di banyak daerah. Contoh kasus yang sering terjadi adalah penggunaan lahan pemerintah oleh masyarakat dan mendirikan bangunan tanpa memiliki izin yang jelas. Peraturan Daerah Kabupaten Tulang Bawang No. 2 Tahun 2018 adalah sebuah produk kebijakan yang dibuat oleh Pemerintah Daerah Kabupaten Tulang Bawang. Peraturan ini mengatur tentang ketertiban umum dan ketentraman masyarakat yang didalamnya memuat mengenai tertib tanah dan bangunan sehingga terlaksana penggunaan tanah dan bangunan yang tertib sesuai undang-undang. Penyelenggara Perda yang berwewenang yakni Satuan Polisi Pamong Praja Kabupaten Tulang Bawang. Tujuan: Mengetahui sejauh mana penerapan Peraturan Daerah Kabupaten Tulang Bawang No. 2 Tahun 2018 Tentang Strategi Ketertiban Umum dan Ketentraman Masyarakat di Kabupaten Tulang Bawang. Metode: Penelitian ini menggunakan metode kualitatif dan menggunakan teknik pengumpulan data terdiri dari observasi, wawancara dan dokumentasi. Hasil: Satuan Polisi Pamong Praja Kabupaten Tulang Bawang sudah menjalankan Peraturan Daerah sesuai dengan standar prosedur yang ada namun belum optimal. Masih banyak titik-titik daerah yang belum tertib tanah dan bangunan dan ditindaklanjuti oleh pemerintah daerah setempat. Oleh karena itu, Pemerintah Daerah harus memberikan perhatian lebih kepada Satuan Polisi Pamong Praja agar pelaksanaan tugas penegakan Peraturan Daerah dapat lebih optimal sehingga terwujudnya ketertiban umum dan ketentraman masyarakat di Kabupaten Tulang Bawang. Kesimpulan: Berdasarkan hasil dari penelitian yang telah dilakukan, peneliti menarik kesimpulan bahwa Satuan Polisi Pamong Praja turut berperan serta dalam melaksanakan penetiban bangunan liar di Kabupaten Tulang Bawang dalam membantu Pemerintah Daerah dalam menegakkan Peraturan Daerah yang berlaku.
