Abstract

ABSTRAK Kepemimpinan dan partisipasi masyarakat merupakan faktor penting dalam pelaksanaan pembangunan. Seorang Kepala desa harus memiliki kemampuan dalam memimpin dan mempengaruhi masyarakat. Masalah yang sering dihadapi pemerintah desa Korobonde di sektor pembangunan yang selama ini telah dilaksanakan sebagian besar hanya ditentukan oleh pemerintah desa dan badan permusyawaratan desa saja. Sementara warga desa terlihat pasif dan hanya bergantung pada keputusan pemerintah desa. Hal tersebut dipengaruhi oleh rendahnya tingkat pendidikan, pengaruh pekerjaan dan penghasilan masyarakat. Penelitian ini bertujuan untuk mengetahui dan menganalisis kepemimpinan Kepala desa dalam meningkatkan partisipasi masyarakat serta faktor pendukung dan penghambat kepemimpinan Kepala desa dalam meningkatkan partisipasi masyarakat di sektor pembangunan desa Korobonde. Teori yang digunakan dalam penelitan ini adalah Teknik Kepemimpinan menurut Pamudji (1982). Teori ini dibagi dalam enam bagian yaitu pematangan atau penyiapan pengikut, human relations, menjadi teladan, persuasi dan pemberian perintah, penggunaan sistem komunikasi yang cocok, dan penyediaan fasilitas-fasilitas. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif untuk mendapatkan fakta-fakta kepemimpinan Kepala desa dalam meningkatkan partisipasi masyarakat serta faktor pendukung dan penghambat dalam pembangunan desa Korobonde. Dan sumber data berupa dari hasil wawancara, observasi serta dokumen pendukung dan dibuktikan dengan dokumentasi. Kesimpulan dari penelitian ini menunjukan Kepala desa Korobonde sudah melakukan teknik-teknik kepemimpinan dengan baik namun salah satu teknik penyediaan fasilitas-fasilitas belum dilakukan dengan maksimal. Tidak hanya itu terdapat hambatan yang disebabkan oleh pendidikan, pekerjaan dan penghasilan masyarakat yang membuat masyarakat belum maksimal untuk berpartisipasi dalam pembangunan desa. selain itu masih adanya rasa gotong royong dari masyarakat desa untuk berpartisipasi dalam pembangunan. A village head must have the ability to lead and influence the community. The problems that are often faced by the Korobonde village government in the development sector that have been carried out so far are mostly determined by the village government and village consultative bodies. Meanwhile, villagers seem passive and only depend on the decisions of the village government. This is influenced by the low level of education, the influence of work and people's income. This study aims to identify and analyze village leadership in increasing community participation as well as the supporting and inhibiting factors of village leadership in increasing community participation in the Korobonde village development sector. The theory used in this research is the Leadership Technique according to Pamudji (1982). This theory is divided into six parts, namely the maturation or preparation of followers, human relations, setting an example, persuasion and giving orders, using appropriate communication systems, and providing facilities. This study used a qualitative method with a descriptive approach to obtain facts about the village head's leadership in increasing community participation as well as the supporting and inhibiting factors in the development of the village of Korobonde. And data sources in the form of interviews, observations and supporting documents and evidenced by documentation. The conclusion of this study shows that the village head of Korobonde has carried out leadership techniques well, but one of the techniques of providing facilities has not been carried out optimally. Not only that, there are obstacles caused by education, employment and community income which make the community not maximally participate in village development. besides that there is still a sense of mutual cooperation from the village community to participate in development.
