Abstract

ABSTRACT Problem Statement/Background (GAP): The Muna Regency Government has used the SIRUP Application to assist the announcement process for the procurement of goods and services. However, until now there has been no further analysis regarding the extent of the success of this information system in the middle of work units in Muna Regency. Therefore, through this research, the author took the title Information System Success Testing of the Delone and McLean Model of the General Procurement Plan Information System in Muna Regency. Purpose: The purpose of this research is to analyze the extent of the success of the information system used by the Regency Government work unit whether it has worked properly or vice versa. The concept used in the assessment of this problem is the Delone and McLean theory based on six variables of system quality, service quality, information quality, user use and satisfaction and final benefits as the last variable. Method: The method used is quantitative with descriptive analysis and statistical analysis. Result: The results of this study are known from 37 work units of the Muna Regency Government that the variables of information quality and service quality have no effect on user usage and satisfaction and service quality through users has no effect on the net benefit. But for system variables on users, system quality, information, and services on user satisfaction have an influence. In addition, use, system quality and information through use, as well as system quality, information and services through user satisfaction on net benefits have a significant effect.Conclusion: It can be concluded that there must be an increase in innovation or improved management of service quality and system quality by the government in order to increase user intensity and socialization about using SIRUP so that applications are used more frequently and can also increase the satisfaction of Sirup application users. Keywords: Delone and McLean, SIRUP Application, Succes Analysis ABSTRAK Permasalahan/Latar Belakang (GAP): Pemerintah Kabupaten Muna telah menggunakan Aplikasi SIRUP untuk membantu proses pengumuman pengadaan barang dan jasa. Namun, hingga saat ini belum ada analisis lebih lanjut terkait sejauh mana kesuksesan sistem informasi ini di tengah satuan kerja di Kabupaten Muna. Oleh karena itu, melalui penelitian ini penulis mengambil judul Pengujian Kesuksesan Sistem Informasi Rencana Umum Pengadaan Menggunakan Sistem Informasi Model Delone dan McLean di Kabupaten Muna Provinsi Sulawesi Tenggara. Tujuan: Tujuan dari penelitian ini adalah menganalisis sejauh mana kesuksesan sistem informasi yang digunakan satuan kerja Pemerintah Kabupaten apakah telah1 2 bekerja dengan semestinya atau malah sebaliknya. Kosep yang digunakan dalam pengkajian permasalahan ini adalah teori Delone dan McLean dengan berdasar pada enam variabel yaitu kualitas sistem, kualitas layanan, kualitas informasi, penggunaan dan kepuasan pengguna serta manfaat akhir sebagai variabel terakhir. Metode: Metode yang digunakan adalah kuantitatif dengan analisis deskriptif maupun analisis statistik. Hasil/Temuan: Hasil dari penelitian ini diketahui dari 37 satuan kerja Pemerintah Kabupaten Muna bahwa secara bersama sama atau simultan variable bebas mempunyai pengaruh terhadap variabel terikat tetapi jika dilihat secara individual pada variabel kualitas informasi dan kualitas layanan tidak memiliki pengaruh terhadap penggunaan dan kepuasan pengguna dan kualitas layanan melalui pengguna tidak memiliki pengaruh terhadap manfaat akhir. Tetapi untuk variabel sistem terhadap pengguna, kualitas sistem, informasi, dan layanan terhadap kepuasan pengguna memiliki pemgaruh. Selain itu, penggunaan, kualitas sistem dan informasi melalui penggunaan, serta kulaitas sistem, informasi dan layanan melalui kepuasan pengguna terhadap manfaat bersih mempunhyai pengaruh sugnifikan. Kesimpulan: Dapat ditarik kesimpulan bahwa harus terjadi peningkatan inovasi ataupun perbaikan pengelolaan pada kualitas layanan dan kualitas sistem oleh pemerintah guna meningkatkan itensitas pengguna serta adanya sosialisasi tentang penggunaan SIRUP sehingga aplikasi lebih sering digunakandan dapat pula meningkatkan kepuasan dari pengguna aplikasi SIRUP.
