Abstract
ABSTRACT Problem Statement/Background (GAP): The implementation of this research is motivated by the implementation of regional autonomy to maximize development throughout the country. In carrying out one of the government's functions, which is empowerment, the local government is responsible for implementing regional autonomy in autonomous regions, including in empowering small and medium-sized enterprises in the Recca songkok craft. Furthermore, the researchers are interested in studying how empowerment is carried out by the Bone Regency Local Government, specifically the Cooperative and Small and Medium Enterprises Agency, towards Recca Songkok. Perpose: The purpose of this research is to collect data and analyze it to obtain results that can provide an overview of the empowerment of MSMEs in Recca Songkok Craft by the Department of Cooperatives and MSMEs of Bone District, explain the factors that hinder the process, and the efforts made to overcome these obstacles. Method: The research design used in this study is qualitative research using descriptive methods. Data collection techniques used three methods, namely interviews, observations, and documentation. The collected data were analyzed starting from data reduction, data presentation, and conclusion drawing. This research was conducted in Bone District. Result: From the results of this research, it can be concluded that the empowerment of MSMEs in Recca Songkok Craft through direct coaching by the Department of Cooperatives and MSMEs has been implemented. Conclution: However, there are still obstacles in the implementation of the program. Therefore, the researcher suggests continuing to maximize the community empowerment process by providing facilities and infrastructure, as well as maintaining consistency in its implementation. Keywords: Bone District, Empowerment, Local Goverment, Micro, Small and Medium Enterprises (MSMEs), Recca Songkok, ABSTRAK Permasalahan/Latar Belakang (GAP): Adanya pelaksanaan otonmi daerah untuk memaksimalkan pembangunan di seluruh pelosok negeri. Dalam menjalankan salah satu fungsi pemerintah yaitu pemberdayaan, pemerintah daerah adalah pihak yang bertanggung jawab dalam pelaksanaan otonomi daerah di daerah otonom, termasuk dalam pemberdayaan terhadap UMKM kerajinan songkok recca. Tujuan: Selanjutnya peneiti tertarik untuk meneliti mengenai bagaimana pemberdayaan yang dilakukan oleh Pemerintah Daerah Kabupaten Bone dalam hal ini Dinas Koperasi dan Usaha Kecil Menengah kepada UMKM Songkok Recca. Metode: Desain penelitian yang digunakan dalam penelitian ini adalah penelitian kualitatif dengan menggunakan metode deskriptif. Teknik pengumpulan data menggunakan tiga cara yaitu, wawancara, observasi, dan dokumentasi. Data-data yang telah terkumpul dianalisis mulai dari reduksi data, penyajian data, dan penarikan kesimpulan. Penelitian ini dilaksanakan di Kabupaten Bone. Hasil/Temuan: Dari hasil penelitian ini, dapat disimpulkan bahwa pemberdayaan UMKM kerajinan songkok recca melalui pembinaan langsung oleh Dinas Koperasi dan Usaha Kecil Menengah telah terlaksana. Kesimpulan: Namun, masih ada hambatan-hambatan dalam pelaksanaan program tersebut. Oleh karena itu, peneliti memberikan saran untuk terus memaksimalkan proses pemberdayaan masyarakat dengan menyediakan sarana dan prasarana, serta untuk tetap terus konsisten dalam pelaksanaannya.
