Abstract

ABSTRACT Problem Statement: The Collaboration of the Social Service with the Civil Service Police Unit on the Development of Homeless and Beggars to Maintain Peace and Public Order at the Social Rehabilitation Center for Bina Karya and Laras of Yogyakarta Special Region Province needs to be done to reduce the problem of homeless and beggars due to poverty, lack of job skills, low education levels, environment, socio-culture, health, and so on. Purpose : The writing is to analyze the collaboration between the Social Service and the Civil Service Police Unit in fostering vagrants and beggars in order to maintain public peace and order at the Bina Karya and Laras Social Rehabilitation Center and the supporting and inhibiting factors in carrying out their duties. Method : The theory used is using Ansell and Gash's Collaborative Governance theory and Miftah Thoha's coaching theory. This writing uses qualitative writing with descriptive methods and inductive data analysis. Result : The results of the writing show that the collaboration of the Social Service and the Civil Service Police Unit has been running quite well by carrying out its main tasks and functions. The inhibiting factor for collaboration is the lack of capacity. Supporting factors for collaboration are the existence of Yogyakarta Special Region Regulation Number 1 of 2014 concerning Handling of Homeless and Beggars and the commitment between the Social Service and the Pamong Praja Police Unit to agree to handle homeless and beggars.Conclusion : Efforts made by conducting preventive, coercive, rehabilitation, and social reintegration efforts. Keywords: Homeless, Beggars, Development, Peace, Public Order ABSTRAK Pemasalahan : Kolaborasi Dinas Sosial Dengan Satuan Polisi Pamong Praja dalam Pembinaan Gelandangan dan Pengemis guna menjaga Ketenteraman dan Ketertiban Umum Di Balai Rehabilitasi Sosial Bina Karya dan Laras Provinsi Daerah Istimewa Yogyakarta perlu dilakukan untuk mengurangi permasalahan gelandangan dan pengemis karena kemiskinan, kurangnya keterampilan kerja, tingkat pendidikan yang rendah, lingkungan, sosial budaya, kesehatan, dan sebagainya. Tujuan : untuk menganalisis kolaborasi Dinas Sosial dengan Satuan Polisi Pamong Praja dalam pembinaan gelandangan dan pengemis guna menjaga ketenteraman dan ketertiban umum di Balai Rehabilitasi Sosial Bina Karya dan Laras serta faktor pendukung dan penghambat dalam melaksanakan tugasnya. Metode : Teori yang digunakan adalah menggunakan teori Collaborative Governance Ansell dan Gash dan teori pembinaan Miftah Thoha. Penelitian ini dengan menggunakan penelitian kualitatif dengan metode deskriptif dan analisis data secara induktif. Hasil : Hasil penelitian menunjukkan bahwa kolaborasi Dinas Sosial dan Satuan Polisi Pamong Praja telah berjalan cukup baik dengan melakukan tugas pokok dan fungsinya. Faktor penghambat kolaborasi adalah kurangnya daya tampung atau kapasitas yang dimiliki. Faktor pendukung kolaborasi adalah adanya Peraturan Daerah Daerah Istimewa Yogyakarta Nomor 1 Tahun 2014 Tentang Penanganan Gelandangan dan Pengemis dan komitmen antara Dinas Sosial dengan Satuan Polisi Pamong Praja untuk bersepakat menangani gelandangan dan pengemis. Kesimpulan : Upaya yang dilakukan dengan melakukan upaya preventif, koersif, rehabilitas, dan reintegrasi sosial. Kata Kunci : Gelandangan, Pengemis, Pembinaan, Ketenteraman, Ketertiban Umum
