Abstract

ABSTRACT Problem Statement/Background (GAP): Technological developments that occurred were the result of the industrial revolution 1.0 which developed continuously until it reached industry 4.0. The development of industry 4.0 resulted in patterns of people's lives which greatly influenced people's mindset. This can be seen through the rapid development of information technology which is increasingly rapid. This change follows the development of the times which has affected the world due to the industrial revolution 4.0 which welcomes the transformation between the development of information technology and the internet. The application of digital-based public services to welcome the 4.0 industrial revolution movement will greatly affect all aspects of this government. The industrial revolution 4.0 has provided an opportunity as a function of carrying out the role of government management which is carried out with technological developments to support the acceleration of the implementation of e-government, especially in the process of recruiting civil servants in Malang Regency. Purpose: The purpose of this study is to determine the utilization and constraints of the Computer Assisted Test Application. Method: This study uses a descriptive qualitative method with an inductive approach that aims to describe phenomena related to the scope of research. Data collection was carried out using interview, observation, and documentation techniques. The data sources used are people, places, and data. Results/Findings: According to the results of the study, Malang Regency has implemented the Computer Assisted Test Application well. In addition, there are also inhibiting factors that hinder the running of this application. So that in the use of the Computer Assisted Test Application it is necessary to always evaluate and get updates. Conclusion: The use of electronic-based employee recruitment processes through the Computer Assisted Test application has been implemented. The CAT application is used for the employee selection process through the PPPK route, entry transfers, leadership training, certification of certain positions, open selection for certain positions. The use of the CAT application is used to determine the abilities of the participants who will be tested. Keywords: Computer Assisted Test, E-Government, Recruitment. ABSTRAK Permasalahan/Latar Belakang (GAP): Perkembangan teknologi yang terjadi merupakan hasil dari adanya revolusi industri 1.0 yang berkembang terus menerus hingga mencapai industri 4.0. Perkembangan industri 4.0 mengakibatkan terjadinya pola kehidupan masyarakat yang sangat mempengaruhi pola pikir masyarakat. Hal ini dapat dilihat melalui pesatnya perkembangan teknologi informasi yang samakin pesat. Adanya perubahan ini mengikuti perkembangan zaman yang mengakibatkan terpengaruhnya dunia ini akibat revolusi industri 4.0 yang menyongsong terjadinya transformasi antara perkembangan teknologi informasi dengan internet. Penerapan pelayanan publik berbasis digital guna menyongsong gerakan revolusi industri 4.0 sangatlah akan mempengaruhi disegala aspek pemerintahan ini. Revolusi industri 4.0 telah memberikan sebuah peluang sebagai fungsi menjalankan peran manajemen pemerintahan yang dilakukan dengan perkembangan teknologi untuk mendukung percepatan penerapan e-government terkhusus pada proses rekrutmen pegawai Negeri di Kabupaten Malang. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui pemanfaatan dan hambatan pada Aplikasi Computer Assisted Test. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan induktif yang bertujuan untuk menggambarkan fenomena yang terkait dengan lingkup penelitian. Pengumpulan data dilaksanakan dengan menggunakan teknik wawancara, observasi, dan dokumentasi. Sumber data yang digunakan adalah orang, tempat, dan data. Hasil/Temuan: Menurut hasil penelitian bahwa Kabupaten Malang dalam pemanfaatan Aplikasi Computer Assisted Test telah menerapkan dengan baik. Selain itu, terdapat juga faktor penghambat yang menjadi hambatan berjalannya aplikasi ini. Sehingga dalam pemanfaatan Aplikasi Computer Assisted Test perlu untuk selalu di evaluasi dan mendapat pembaharuan.Kesimpulan: Pemanfaatan proses rekrutmen pegawai berbasis eletronik melalui aplikasi Computer Assisted Test telah diterapkan. Aplikasi CAT ini dimanfaatkan untuk proses seleksi pegawai melalui jalur PPPK, mutasi masuk, diklat pimpinan,sertifikasi jabatan tertentu, seleksi terbuka pada jabatan tertentu. Dimanfaatkannya aplikasi CAT ini digunakan untuk mengetahui kemampuan dari peserta yang akan diujikan. Kata kunci: Computer Assisted Test, E-Government, Rekrutmen
