Abstract

ABSTRACT Problem Statement/ Background GAP: The spread of drugs has entered remote and rural areas. This is very dangerous and has the potential to increase the number of drug addicts. The city of Jayapura is one of the routes for the entry of drugs by sea. Hamadi Village in Jayapura City is a drug-prone coastal area. To overcome the drug problem that spread to rural areas, the National Narcotics Agency created a program called the Clean Drug Village Program (Desa BERSINAR). Purpose: The purpose of this study is to determine and analyze the implementation of the Clean Drug Village Program (Desa SHINE) in Hamadi Village, South Jayapura District, Jayapura City, Papua Province, along with the supporting and inhibiting factors of the implementation of this program, as well as how the efforts made by the program implementers in overcoming various obstacles that are present in the implementation of this program. Method: The research method used in this study is qualitative descriptive method. Furthermore, data were collected using interview, observation, and documentation techniques. and using purposive sampling techniques with seven informants aimed at getting a complete picture of the implementation of the Clean Drug Village Program (Desa BERSINAR) in Hamadi Village, South Jayapura District, Jayapura City, Papua Province. Results: The findings obtained by the author in this study are various positive activities and life skills training followed and implemented well by the implementers and the community. In this study, a drug control agency has been formed, namely Anti-Drug Volunteers who have also coordinated with the National Narcotics Agency. Conclusion: Based on the results of research conducted by researchers during research activities, the implementation of this program is said to have run quite well but there are still shortcomings, namely in the resource dimension. In addition, there are several supporting factors such as support from various parties, executive commitment and community participation. However, there are also inhibiting factors in this program, namely limited budget and inadequate Anti-Drug Volunteers. Therefore, the implementing party made various efforts to overcome these obstacles such as synergizing with other Agencies and OPDs and conducting socialization. Keywords: Implementation, Drug Clean Village Program, P4GN ABSTRAK Permasalahan/ Latar Belakang (GAP) : Penyebaran Narkoba sudah masuk hingga ke wilayah pelosok maupun pedesaan. Hal ini sangat berbahaya dan berpotensi menambah jumlah pecandu narkoba. Kota Jayapura merupakan salah satu jalur masuknya narkoba lewat laut. Kelurahan Hamadi di Kota Jayapura merupakan daerah pesisir yang rawan narkoba. Untuk mengatasi permasalahan narkoba yang tersebar hingga ke wilayah pedesaan maka Badan Narkotika Nasional membuat suatu program yang disebut Program Desa Bersih Narkoba (Desa BERSINAR). Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis implementasi Program Desa Bersih Narkoba (Desa BERSINAR) di Kelurahan Hamadi Kecamatan Jayapura Selatan Kota Jayapura Provinsi Papua beserta faktor pendukung dan penghambat terlaksananya program ini serta bagaimana upaya yang dilakukan pihak pelaksana program dalam mengatasi berbagai hambatan yang hadir dalam pelaksanaan program ini. Metode: Metode penelitian yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif. Selanjutnya data yang dikumpulkan menggunakan teknik wawancara, observasi, dan dokumentasi. serta menggunakan teknik purposive sampling dengan informan berjumlah tujuh orang yang bertujuan mendapatkan gambaran secara utuh atas implementasi Program Desa Bersih Narkoba (BERSINAR) di Kelurahan Hamadi Kecamatan Jayapura Selatan Kota Jayapura Provinsi Papua. Hasil/Temuan: Temuan yang diperoleh penulis dalam Penelitian ini yaitu berbagai kegiatan positif dan pelatihan life skill diikuti dan dilaksanakan dengan baik oleh pelaksana maupun masyarakat. Pada Penelitian ini sudah dibentuk agen penanggulangan narkoba yaitu Relawan Anti Narkoba yang juga sudah berkoordinasi bersama Badan Narkotika Nasional. Kesimpulan: Berdasarkan hasil penelitian yang dilakukan oleh peneliti selama kegiatan penelitian, implementasi program ini dikatakan telah berjalan cukup baik namun masih terdapat kekurangan yaitu pada dimensi sumber daya. Selain itu terdapat beberapa faktor pendukung seperti adanya dukungan dari berbagai pihak, komitmen pelaksana serta partisipasi masyarakat. Namun demikian terdapat juga faktor penghambat dalam program ini yaitu Anggaran yang terbatas serta Relawan Anti Narkoba yang belum memadai. Oleh karena itu pihak pelaksana mengadakan berbagai upaya dalam mengatasi hambatan tersebut seperti bersinergi bersama Badan dan OPD lain dan Mengadakan sosialisasi.
