Abstract

ABSTRACT Problem Statement/Background (GAP): The author focuses on the problems of permanent housing development after the 2018 disaster in Palu City which until now has not been completely resolved. Purpose: The purpose of this research itself is to describe and analyze the implementation of the permanent housing development program, the inhibiting factors and efforts to overcome these inhibiting factors. Method: This study uses a descriptive qualitative method with an inductive approach and an analysis of the theory of evaluation according to William N Dunn's theory. Data collection techniques were carried out through interviews, observation and documentation. Result: The results of the study show that the five indicators are almost running well but there are still a number of things that are used as evaluation material so that they must be improved in the future. Conclusion: The implementation of the permanent housing development program has been going quite well, however, there are still obstacles that can hinder the development of permanent housing, so efforts are needed to solve these inhibiting factors. It is hoped that the evaluation concept of the permanent housing development program will make it more effective and easier for the government's program regarding the construction of permanent housing in the future. Keywords: Evaluation; Development; Permanent Residents; Empowerment ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan pembangunan hunian tetap pasca bencana tahun 2018 di Kota Palu yang sampai saat ini masih juga belum terselesaikan secara tuntas. Tujuan: Tujuan dari penelitian ini sendiri ialah untuk mendeskripsikan dan menganalisis pelaksanaan program pembangunan hunian tetap, faktor penghambat serta upaya untuk mengatasi faktor penghambat tersebut. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan induktif serta analisis terhadap teori evaluasi menurut Teori Wiliiam N Dunn. Teknik pengumpulan data dilakukan melalui wawancara, observasi dan dokumentasi. Hasil/Temuan: Hasil penelitian menunjukkan bahwa dari kelima indikator hampir berjalan dengan baik namun masih terdapat beberapa hal yang menjadi bahan evaluasi sehingga harus ditingkatkan lagi kedepannya. Kesimpulan: Pelaksanaan program pembangunan hunian tetap ini sudah berjalan dengan cukup baik, namun masih memiliki hambatan yang dapat menghambat jalannya pembangunan hunian tetap sehingga dibutuhkan upaya untuk memecahkan faktor penghambat tersebut. Diharapkan dengan adanya konsep evaluasi dari program pembangunan hunian tetap ini dapat lebih mengefektifkan dan mempermudah program pemerintah mengenai pembangunan hunian tetap kedepannya.
