Abstract

ABSTRACT Problem Statement/Background (GAP): This research is motivated by the low ownership of Child Identity Cards in Sidenreng Rappang Regency which is a population document that must be owned by every child under 17 years of age. Purpose: The purpose of this research is to find out, analyze and describe how the service, alertness, comfort and quality of issuing a Child's Identity Card in Sidenreng Rappang Regency. Method: The method used in this study is descriptive qualitative method with an inductive approach to Fitzsimmons' theory of service. Data collection techniques using in-depth interviews (9 informants), documentation and observation. The analysis technique used is data reduction, data presentation and conclusion. Results: shows that there are still many people who do not understand the importance of owning a Child Identity Card as well as a lack of public concern for orderly population administration due to the absence of a standardized ecosystem regarding the use of a Child Identity Card which is valid nationally. So the efforts made are to carry out ball pick-up services as well as provide online services, namely Palekko Sidrap, advises the agency to work closely with the Office of Communication and Informatics to help overcome network problems and carry out ball pick-ups to all schools in Sidenreng Rappang Regency as well as make changes to the proposed budget for funds related to supporting facilities for the implementation of the Child Identity Card program. Conclusion: the service for issuing Child Identity Cards has been carried out well in terms of reliability, responsiveness, assurance, empathy as well as tangibles, although there is still damage from some of the available facilities and infrastructure. Keywords: Service, Child Identity Card ABSTRAK Permasalahan/Latar Belakang (GAP): Penelitian ini dilatarbelakangi oleh rendahnya kepemilikan Kartu Identitas Anak di Kabupaten Sidenreng Rappang yang merupakan suatu dokumen kependudukan wajib dimiliki oleh setiap anak usia dibawah 17 tahun. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui, menganalisis serta mendeskripsikan bagaimana pelayanan, kesigapan, kenyamanan serta kualitas penerbitan Kartu Identitas Anak di Kabupaten Sidenreng Rappang. Metode: Metode yang digunakan dalam penelitian ini yaitu metode kualitatif deskriptif dengan pendekatan induktif terhadap teori Pelayanan menurut Fitzsimmons. Teknik pengumpulan data dengan menggunakan wawancara mendalam (9 informan), dokumentasi dan observasi. Teknik analisis yang digunakan reduksi data, penyajian data dan penarikan kesimpulan. Hasil/Temuan: menunjukkan masih banyak masyarakat yang belum paham akan pentingnya kepemilikan Kartu Identitas Anak juga kurangnya kepedulian masyarakat terhadap tertib administrasi kependudukan dikarenakan belum adanya ekosistem baku mengenai pemanfaatan Kartu Identitas Anak yang berlaku secara nasional. Upaya yang yang dilakukan adalah melaksanakan pelayanan jemput bola juga menyediakan pelayanan online yaitu Palekko Sidrap, diharapkan pihak dinas untuk bekerja sama dengan Dinas Komunikasi dan Informatika untuk membantu mengatasi kendala jaringan dan melaksakanan jemput bola keseluruh sekolah yang ada di Kabupaten Sidenreng Rappang juga melakukan perubahan usulan anggaran dana terkait sarana penunjang pelaksanaan program Kartu Identitas Anak. Kesimpulan: pelayanan penerbitan Kartu Identitas Anak telah terlaksana dengan baik dari segi reliability, responsiveness, assurance, empathy juga tangibles meskipun masih ada kerusakan dari beberapa sarana dan prasana yang tersedia.
