Abstract

ABSTRACT ( in english ) Problem Statement/Background (GAP): Literacy is a person's skill to maximize all his potential and abilities, so the definition of literacy includes a person's skills in processing and interpreting information when doing reading and writing activities. Palu City as the capital of Central Sulawesi province is still unable to strive for literacy levels for its people, even though the Palu City government itself already has a regional regulation, namely Regional Regulation Number 16 of 2015 concerning Library Implementation. Purpose: The purpose of this study is to determine the supporting and inhibiting indicators as well as the efforts of the Archives and Library Office in increasing reading interest through the implementation of Regional Regulation Number 16 of 2015 concerning Library Implementation in Palu City. Method: The method used in this study is qualitative with data collection techniques through interviews, documentation, and observation. Result: Based on the results of the study, the Archives and Library Office currently has good facilities and infrastructure so that it can provide a sense of comfort to the community by providing digital reading corners and mobile libraries and has collaborated with urban villages in Palu City through a library transformation program based on social inclusion. Conclusion: And the lack of regional regulations on library implementation does not yet have a derivative policy that is applicable so that it has not been directed what must be done to increase reading interest, lack of personnel, stigma related to the Archives and Library Service as an "outcast" service, and also the development of digitalization. Keywords: Implementation, Literacy, Library 1 ABSTRAK ( in bahasa ) Permasalahan/Latar Belakang (GAP): Literasi ialah keterampilan seseorang untuk memaksimalkan seluruh potensi dan kemampuan dirinya, sehingga definisi literasi meliputi keterampilan seseorang dalam memproses dan memaknai suatu informasi saat melakukan aktivitas membaca dan menulis. Kota Palu sebagai ibukota provinsi Sulawesi Tengah masih belum mampu dalam mengupayakan tingkat literasi bagi masyarakatnya, padahal pemerintah Kota Palu sendiri sudah memiliki peraturan daerah yaitu Peraturan Daerah Nomor 16 Tahun 2015 Tentang Penyelenggaraan Perpustakaan. Tujuan: Tujuan dari penelitian ini untuk mengetahui indikator pendukung dan penghambat serta upaya Dinas Kearsipan dan Perpustakaan dalam meningkatkan minat baca melalui implementasi Peraturan Daerah Nomor 16 Tahun 2015 tentang Penyelenggaraan Perpustakaan di Kota Palu. Metode: Metode yang digunakan dalam penelitian ini adalah kualitatif dengan teknik pengumpulan data melalui wawancara, dokumentasi, dan observasi. Hasil/Temuan: Berdasarkan hasil penelitian bahwasanya Dinas Kearsipan dan Perpustakaan saat ini memiliki sarana dan prasana yang baik sehingga dapat memberikan rasa nyaman kepada masyarakat dengan menyediakan pojok baca digital dan juga perpustakaan keliling serta telah bekerjasama dengan kelurahan di Kota Palu melalui program transformasi perpustakaan berbasis inklusi sosial. Kesimpulan: Dan kekurangannya peraturan daerah tentang penyelenggaraan perpustakaan belum memiliki kebijakan turunan yang bersifat aplikatif sehingga belum terarah apa yang harus di lakukan untuk meningkatkan minat baca, kurangnya jumlah personil, stigma terkait Dinas Kearsipan dan Perpustakaan sebagai dinas “buangan”, dan juga perkembangan digitalisasi.
