Abstract

ABSTRACT This thesis is entitled IMPLEMENTATION OF "CHSE" CERTIFICATION PROGRAM IN THE HOTEL AND RESTAURANT BUSINESS SECTOR IN SUPPORTING INCREASING TOURIST VISITS IN GIANYAR DISTRICT, BALI PROVINCE. The researcher chose this title because the Covid-19 pandemic has caused a decrease in tourist visits in the tourism sector, the most affected sector is hotels and restaurants, many hotel and restaurant owners have closed and transferred their business ownership rights because they are unable to run their business. The central government, namely the Ministry of Tourism and Creative Economy issued a CHSE Certification Program aimed at business actors in the tourism sector, where this program guarantees products and services that comply with health protocols for tourists who wish to travel to Indonesia. Thus, the purpose of this study is to collect data which is then analyzed in order to obtain results that can provide an overview of how the CHSE Certification Program is implemented, then describe what factors can become obstacles and supports, as well as how the efforts are being made to overcome them. these inhibiting factors. The theory used in analyzing is the theory of policy implementation from Van Meter and Van Horn. There are several factors that can determine the success of policy implementation, namely standards and objectives, resources, characteristics of implementing organizations, communication between related organizations and implementing activities, attitudes of implementers, and social, economic, and political environmental conditions. The research design used in this study uses qualitative research using descriptive methods and inductive approaches. Data collection techniques using three ways, namely interviews, observation, and documentation. The data that has been collected is then analyzed starting from data reduction, data presentation, and drawing conclusions. The research was conducted at the Gianyar Regency Tourism Office. From the results of this study, it can be concluded that the Implementation of the CHSE Certification Program has been carried out. However, there are still obstacles in the implementation of this policy. Therefore, researchers provide advice to policy executors or implementers in order to improve facilities and infrastructure, provide balanced rewards and punishments to hotel and restaurant business owners, then the last suggestion is to provide repeated socialization, which aims to foster self-awareness about how the importance of the CHSE certification program in preventing the spread of the covid-19 virus. Keywords: CHSE Certification Program; Implementation; Increased Tourist Visits ABSTRAK Skripsi ini berjudul IMPLEMENTASI PROGRAM SERTIFIKASI “CHSE” PADA SEKTOR USAHA HOTEL DAN RESTORAN DALAM MENUNJANG PENINGKATAN KUNJUNGAN WISATAWAN DI KABUPATEN GIANYAR PROVINSI BALI. Peneliti memilih judul tersebut karena pandemi covid-19 menyebabkan terjadinya penurunan kunjugan wisatawan pada sektor pariwisata, sektor yang paling terdampak yakni hotel dan restoran, banyak pemilik hotel dan restoran yang menutup dan mengalihkan hak kepemilikan usahanya karena tidak mampu menjalankan usahanya. Pemerintah pusat yakni Kementerian Pariwisata dan Ekonomi Kreatif mengeluarkan Program Sertifikasi CHSE yang ditujukan kepada para pelaku usaha pada sektor pariwisata, yang dimana program ini memberi jaminan produk dan pelayanan yang sesuai dengan protokol kesehatan kepada para wisatawan yang ingin berwisata ke Indonesia. Sehingga, maksud dari penelitian ini adalah untuk mengumpulkan data yang kemudian dianalisis agar memperoleh hasil yang dapat memberikan gambaran tentang bagaimana implementasi Program Sertifikasi CHSE, selanjutnya menguraikan faktor-faktor apa saja yang dapat menjadi penghambat dan pendukung, serta bagaimana upaya-upaya yang dilakukan dalam mengatas faktor-faktor penghambat tersebut. Teori yang digunakan dalam menganalisis adalah teori implementasi kebijakan dari Van Meter dan Van Horn. Terdapat beberapa faktor yang dapat menentukan keberhasilan dari implementasi kebijakan yaitu standar dan tujuan, sumber daya, karakteristik organisasi pelaksana, komunikasi antar organisasi terkait dan kegiatan-kegiatan pelaksana, sikap para pelaksana, dan kondisi lingkungan sosial, ekonomi, dan politik. Desain penelitian yang digunakan pada penelitian ini menggunakan penelitian kualitatif dengan menggunakan metode deskriptif dan pendekatan induktif. Teknik pengumpulan data menggunakan tiga cara yakni wawancara, observasi, dan dokumentasi. Data-data yang telah dikumpulkan selanjutnya dianalisis mulai dari reduksi data, penyajian data, dan penarikan kesimpulan. Penelitian dilaksanakan di Dinas Pariwisata Kabupaten Gianyar. Dari hasil penelitian ini, dapat disimpulkan bahwa Implementasi Program Sertifikasi CHSE telah terlaksana. Namun, masih terdapat hambatan-hambatan dalam pelaksanaan kebijakan tersebut. Maka dari itu, peneliti memberikan saran kepada pelaksana kebijakan atau implementator agar dapat meningkatkan sarana dan prasarana, pemberian reward dan punishment yang berimbang kepada para pemilik usaha hotel dan restoran, selanjutnya saran yang terakhir pemberian sosialisasi yang berulang, yang bertujuan untuk menumbuhkan kesadaran diri tentang betapa pentingnya program sertifikasi CHSE dalam pencegahan penyebaran virus covid-19.
